Are Twitter’s Sports Trolls Out of Control?
















The Los Angeles Lakers — a star-stacked superteam with four potential Hall of Famers — have struggled out of the gate this NBA season, and many have placed the blame squarely on new head coach Mike Brown, who was fired on Friday after just five games. Fan frustration, however, reached an ugly crescendo earlier this week, with sports trolls using Twitter to threaten Brown’s teenage son, according to an Orange County Register report.


That’s just the latest in a seemingly increasing series of harassments and even death threats against sports figures. When NFL player Kyle Wilson was hit with death threats in January, the incident was perceived as — if not unprecedented — novel and shocking. Since then, reports of players being threatened on Twitter have become more and more common. Sportscaster Erin Andrews was a high profile victim less than three weeks ago, and posted this response:

The growing frequency and severity of sports trolling has raised a number of relevant questions: Have Twitter’s sports trolls gone too far? Can anything be done about them? And, if not, what are the consequences?


A Spiraling Culture of Abuse


Bill Voth, whose company Spiracle Media helps with social media for a number of colleges as well as NBA star Stephen Curry and Olympic gold medalist Ricky Berens, says he’s seen a rise in venomous, execrable behavior by fans on Twitter. He also believes it could eventually lead athletes and celebrities — who played an integral role in raising the microblogging network to its current omnipresence and popularity — to migrate away.


“It just seems like it’s every week now, and it’s gone from just small trolling to threats of physical harm,” he told Mashable. “Trolls are getting louder and more powerful, and I think ultimately this is one of the biggest threats to Twitter itself.”


In addition to physical threats, players regularly receive racial abuse and overly harsh criticism after injuries or disappointing performances. According to Voth, Curry was inundated with “dozens” of messages, many of them vulgar, each day while dealing with nagging ankle problems that forced him out of fantasy basketball lineups last season.


“This sounds cheesy, but these athletes and celebrities are humans too,” Voth says. “When you keep picking at them and sending them messages that they suck, it could get out of hand and eventually affect Twitter’s business model.”


There’s also the question of what would happen if crazed but, by all appearances, delusional and harmless online troll actually carried out a tweeted threat of physical harm. That would obviously raise the stakes and attention paid to harassment, but likely not have any direct effect on Twitter, according to Bradley Shear, an attorney who specializes in social media issues.


“It would be very difficult to hold Twitter and/or any other social media liable for death threats made on their platform,” Shear told Mashable in an email. “However, under the right set of facts, it is conceivable that a digital platform would be liable if they knew or should have known about a potential danger and they did not properly warn others.”


Anti-Troll Legislation


A Twitter spokesperson pointed to the company’s terms of abusive behavior and law enforcement guidelines, but also emphasized the notion that social media doesn’t motivate people to express feelings they don’t already have. The company says it follows up on every reported case of abuse, and works to facilitate law enforcement investigations when applicable. Twitter, however, has also long been vocal about its stance on not moderating content.


While it may seem repulsive in the United States, where freedom of speech is a sacred trope of national identity, trolls who harass athletes in England can be prosecuted and land in jail. In one high-profile case this summer, British diver Tom Daley outed a hateful abuser during the Olympics, and the troll was later arrested. In March a racist Twitter troll was sentenced to 56 days in jail.


Voth, for one, doesn’t rule out the possibility that similar legislation could eventually be a necessity stateside.


“It’s gone from bad to worse in just a year or two, so what’s it going to be like in another year or two?” he says. “Is this something where we need to pass laws against trolls?”

Will Ferrell, Liam Neeson join voice cast for “Lego”
















LOS ANGELES (TheWrap.com) – Will Ferrell, Liam Neeson, Nick Offerman and Alison Brie have joined the voice cast for Warner Bros. and Village Roadshow’s “Lego: The Piece of Resistance,” Warner Bros. said on Friday.


Chris Pratt, Elizabeth Banks, Will Arnett and Morgan Freeman were previously announced for the upcoming 3D animated feature. The first full-length Lego theatrical feature has a February 7, 2014 release date.













The story revolves around an average Lego figure (Pratt) who is mistakenly identified as having extraordinary abilities that would enable the character to save the world.


Ferrell will voice President Business, an enemy of the film’s hero, with Neeson as his powerful henchman, Bad Cop. Offerman is a pirate obsessed with revenge against the president.


Phil Lord and Christopher Miller (“21 Jump Street,” “Cloudy With a Chance of Meatballs”) are directing from a script they wrote.


Ferrell, Neeson and Offerman all have films in current release: Ferrell in “Wreck-it Ralph,” Neeson in “Taken 2″ and Offerman in “Smashed.” Offerman is a regular on NBC’s “Parks & Recreation.”

Boehringer Ingelheim to start late-stage hepatitis C drug trial
















BOSTON (Reuters) – Boehringer Ingelheim said on Saturday it plans to initiate a late-stage clinical trial of its experimental hepatitis C treatment following promising results from earlier studies.


The company announced final data from a mid-stage trial of its treatment regimen which showed that 69 percent of patients in the study were free of the virus 12 and 24 weeks following the end of treatment.













Hepatitis C is a blood-borne infectious disease of the liver that can lead to liver failure and transplant.


Historically, hepatitis C has been treated with pegylated interferon and ribavirin, but treatment lasts as long as 48 weeks and interferon is associated with flu-like side effects.


The goal of drugmakers now, including Boehringer, Vertex Pharmaceuticals Inc, Gilead Sciences Inc and Bristol-Myers Squibb Co is to develop products that do not need to be combined with interferon. Most analysts consider Gilead to currently be at the forefront of the race.


Full results from Boehringer’s trial, known as SOUND-C2, were presented at the annual meeting of the American Association for the Study of Liver Diseases in Boston. Preliminary data were presented earlier this year.


Boehringer’s trial tested a combination of BI-201335, a protease inhibitor, BI-207127, a polymerase inhibitor, and ribivirin.


Boehringer is a privately held company headquartered in Ingelheim, Germany.

Chelsea’s first Abramovich profit

















Chelsea Football Club has said it made a profit of £1.4m ($ 2.2m) for the financial year ending on 30 June, the first time the club has made a profit since Russian billionaire Roman Abramovich took over as owner in 2003.













The west London club also recorded a record group turnover of £255.7m.


The team, which won the Champions League last season as well as the FA Cup, are second in the Premier League.


The profit comes after a £67.7m loss in the previous financial year.


Chelsea says it is in a strong position to comply with UEFA’s Financial Fair Play criteria for the coming seasons, which require clubs over a fixed period to achieve a break-even figure when expenditure is measured against income from football-related activities.


The increase in turnover puts them above Arsenal in the money league and in fifth place in the world behind Real Madrid, Barcelona, Manchester United and Bayern Munich.


Arsenal’s figure, released two months ago, saw overall turnover fall to £243m from £255m, but profits were £30.6m.


BBC business editor Robert Peston, a Gunners supporter, said that Chelsea’s profit “challenged Arsenal’s claim that its restrained spending will put it in a stronger position for financial fair play”.

Turnover was up from £225.6m the previous financial year.

It added: “The club also negotiated a deal with BSkyB to acquire its interest in Chelsea Digital Media Ltd (the holder of certain Chelsea media rights). This deal allows the club to have full control of our digital media strategy.”


According to their statement Chelsea made “significant profits (£28.8m) …in the transfer market”.


However, there were a number of big-money signings during the year of the accounts – for example of Eden Hazard, for about £30m, Juan Mata (£23.5m) and Gary Cahill (£7m) – without any major sales of players.


Ten trophies


The Stamford Bridge club’s statement also said that debt of some £166.6m was turned into equity during the course of the year “making Chelsea FC plc debt free”.


Mr Abramovich took control of Chelsea in June 2003, when he bought the club from then-owner Ken Bates.


Since he took over the club has won ten major trophies – the Champions League, three Premier League titles, four FA Cups, and two League Cups.


In the year ending June 2005, Chelsea posted a record financial loss of £140m (€165m).

Twin explosions strike southern Syrian city
















BEIRUT (AP) — Syria‘s state-run news agency says two large explosions have struck the southern city of Daraa, causing multiple casualties and heavy material damage.


SANA did not immediately give further information or say what the target of Saturday’s explosions was.













The Britain-based Syrian Observatory for Human Rights says the blasts went off near a branch of the country’s Military Intelligence in Daraa.


The Observatory, which relies on a network of activists on the ground, says the explosions were followed by clashes between regime forces and rebels fighting to topple President Bashar Assad.

Can a Fit Video Game Avatar Make You Healthier?
















Time to reconsider the stereotype of doughy, fast food-guzzling online role players in dark basements. Strongly identifying with your avatar in virtual video game worlds like “Second Life” could actually help make you healthier in the real world, research from the University of Missouri shows.


Elizabeth Behm-Morawitz surveyed 249 “Second Life” users to study how avatars — their customized virtual characters in games — affect real-world existence. She found that the amount of self presence, or identifying with a virtual representation, predicted the amount of influence an avatar had on a person’s life in the physical world. A strong sense of self-presence improved how they felt about themselves and promoted better health and well-being.  













In the study, published in the journal ”Computers in Human Behavior,” Behm-Morawitz wrote, “The avatar links the virtual to the physical body, and, through this interplay of one’s online and offline identities, the virtual may become meaningful to the physical body and self.”


For example, for people looking to lose weight, creating a fitter avatar helped them visualize being in better shape.   


Curiously, the participants weren’t specifically using “Second Life” as a fitness tool, as they might with, say, a Wii Fit game. “‘Second Life’ is a social virtual world, where play is open-ended and not specifically designed to be used as a motivational health tool,” Behm-Morawitz told TechNewsDaily in an email. “However, the findings … suggest that a person who is motivated to participate in a virtual world for social reasons is more likely to experience effects of the avatar.”


In other words, if you are into the game enough to care about how you come across online, that will motivate you to make a better impression offline, too.

Behm-Morawitz says the results should not be limited to “Second Life” — other virtual worlds could show the same kinds of benefits. However, virtual worlds that offer the most control over avatar design and interaction will best foster self-presence and prompt healthy behavior change.


Avatars are useful for trying on a new appearance, Behm-Morawitz said, since they pose little risk to the creator.  


Though it may seem like a throwback to the early 2000s, “Second Life” remains one of the most popular online games. In July 2012, Nielsen rated it among the top 10 PC games.  


Other studies support the new research. In an Indiana University study published in September, more people adopted healthy habits when they went through weight-loss programs delivered in a 3D virtual world than those who pursued a program in a traditional health club.

Taylor Swift to headline “New Year’s Rockin’ Eve”
















LOS ANGELES (Reuters) – Country-pop star Taylor Swift will ring in the New Year in the United States as the headline act on TV special “New Year’s Rockin’ Eve,” which will feature a two-hour tribute to late host Dick Clark, organizers said on Friday.


Swift, whose new album “Red” racked up more than 1 million copies in first week U.S. sales, will perform live in New York’s Times Square on December 31, just before the ball drops to bring in 2013.













The New Year’s Eve music special for ABC television was hosted for four decades by legendary TV and music producer Clark before his death in April at age 82.


This year the show will be helmed again by Clark’s recent co-host – “American Idol” host and radio DJ Ryan Seacrest – under the title “Dick Clark’s New Year’s Rockin’ Eve with Ryan Seacrest,” ABC and dick clark productions said.


The evening will kick off with a two-hour tribute to the host of TV dance show “American Bandstand” that will feature clips of Clark’s long career, and remembrances by musicians and industry celebrities.


The 5-1/2 hour show will also feature other musical guests, yet to be announced, and report on New Year celebrations around the globe.

California teen steps into rattlesnake nest, survives
















SAN DIEGO (Reuters) – A teenage California girl searching for a cell phone signal to call her mother in a rural area outside San Diego inadvertently stepped into a nest of rattlesnakes and was bitten six times, but survived.


The 16-year-old, Vera Oliphant, spent four days in the intensive care unit of Sharp Grossmont Hospital, and doctors gave her 24 vials of antivenom after she was bitten by an adult rattlesnake and five young rattlers outside her uncle’s home.













“I was trying to find a signal to call my mom and text my boyfriend,” Oliphant said on Friday, a day after she was released from the hospital following the October 27 incident.


“I didn’t see them until I already stepped on their nest and I felt them biting me.”


“My vision started to go right away. First it looked like the snakes blended into the leaves and then I started seeing black spots around the edges and I started blacking out.”


She returned to her uncle’s home in Jamul, outside San Diego, and he immediately packed her into the car and rushed her to the emergency room, she said.


On the way, she talked to her mom and her boyfriend, who told her to stay calm so the venom wouldn’t spread.


“I told my mom and my boyfriend I love them in case I don’t get to see them again,” she said.


Doctors there administered 24 vials of antivenom to quash the dangerous toxins, according to a hospital spokesman. Snakebites usually aren’t fatal, although a handful of people die in the United States each year from snake bites, including bites from rattlesnakes.


Oliphant has recovered and will be returning to classes at Chaparral High School in El Cajon on Monday. She said the next time she can’t get a signal, she will handle it differently.


“Be careful where you step,” she said. “If you don’t need to, just wait until you are somewhere that you can call people.”

China exports accelerate in October, imports weak
















BEIJING (AP) — China‘s export growth accelerated in October in a fresh sign the world’s second-largest economy is recovering from a painful slump, but the commerce minister warned that exporters face tough conditions in coming months.


Exports rose 11.6 percent from a year earlier, up from the previous month’s 9.9 percent rate, data showed Saturday. Import growth held steady at 2.4 percent.













The improvement is a positive sign for the ruling Communist Party, which is holding a congress to hand power to younger leaders who might benefit from an economic uptick.


Still, the commerce minister warned that Chinese exporters face tough conditions ahead due to weak global demand and rising operating costs.


“The trade situation will be relatively grim in the next few months and there will be many difficulties next year,” Chen Deming told a news conference.


Analysts say a modest recovery is under way from China’s deepest downturn since the 2008 world financial crisis. But they say it will be gradual and too weak to drive global growth without improvement in the United States and Europe.


Data reported Friday showed Chinese auto sales, factory output and investment also improved in October.


Stronger exports will help manufacturers that were battered by last year’s slump in global demand. Thousands closed and survivors slashed payrolls, raising the danger of unrest as Communist leaders tried to enforce calm ahead of the leadership transition.


The import weakness meant China’s global trade surplus widened by nearly 90 percent over a year ago to $ 32 billion — the highest monthly level this year.


Chen, the commerce minister, also warned that “growing trade protectionism” might hurt exporters.


World leaders pledged after the 2008 crisis to avoid steps that might hinder trade and hamper a recovery. But Beijing and trading partners including the United States, Europe and Japan have raised tariffs on goods including autos and solar panels in a series of disputes over market access, subsidies and other issues.


Beijing set a target of 10 percent trade growth this year, but it looks increasingly unlikely the country can reach that after total trade rose only about 6 percent for the first 10 months.


Lackluster Chinese import demand reflects government curbs on lending and investment to cool inflation and overheating.


Those controls helped to crush surging prices but hurt China’s large construction industry and depressed its voracious appetite for steel beams, wiring and other materials made of imported iron ore, copper and other commodities. That is bad news for miners and other commodity exporters such as Australia and Brazil that supply China.


China’s economic growth fell to a three-and-a-half-year low of 7.4 percent in the quarter ending in September. Analysts say the slowdown probably has reached its bottom and activity should improve in the current quarter.


The government said last month it saw “steady economic growth,” suggesting there was no need for further major stimulus following interest rate cuts and higher spending on public works construction and investment by state companies.


Demand in debt-plagued Europe was so weak that the 27-nation European Union was temporarily overtaken by the United States as China’s biggest trading partner for October.


Exports to the United States rose 9.5 percent to $ 31.2 billion. China’s trade surplus with the U.S. widened by 8 percent to $ 21.6 billion.


Exports to Europe fell 5.8 percent to $ 26.4 billion, with more severe declines for some struggling economies. Italy‘s purchases of Chinese goods plunged 25.7 percent while exports to France were off 9 percent. China’s trade surplus with Europe narrowed by 17 percent to $ 10.8 billion.

Syria opposition bloc elects Christian as leader
















DOHA, Qatar (AP) — Syria‘s main opposition group in exile has elected a Christian Paris-based former geography teacher as its new president.


George Sabra said Friday that his election as head of the Syrian National Council is a sign that the opposition is not plagued by sectarian divisions.













Sabra says the SNC‘s main demand is to receive weapons from the international community. The U.S. and some other foreign backers of rebels fighting the regime of President Bashar Assad have so far refused to send weapons for fear they can fall into the wrong hands.

Lagerfeld says Ghesquiere with Arnault “not bad idea”
















PARIS (Reuters) – Star designer Karl Lagerfeld said the departure of Nicolas Ghesquiere from Balenciaga as artistic director to create his own brand with backing from LVMH‘s Bernard Arnault would “not be a bad idea” as the group owned many old labels.


“Perhaps Nicolas wants to have his own label, which is not a bad idea,” Lagerfeld told Reuters in an interview on Thursday.













“And it would not be a bad idea if somebody such as Bernard Arnault would invest in a new label because there are so many old labels (within the LVMH group),” Lagerfeld said about the chief executive of the world’s biggest luxury group.


PPR, the French group which owns Balenciaga, shocked the fashion world by announcing this week the departure of Ghesquiere, who had been with the brand since 1997 and was the main architect of its revival.


The International Herald Tribune reported this week that one option for Ghesquiere was to create his own brand with the backing of Arnault, who controls LVMH, the world’s biggest luxury group, which owns many fashion brands including Louis Vuitton, Fendi and Celine.


Founded by Cristobal Balenciaga in 1919, his eponymous brand thrived until the late 1960s and then lay dormant until Ghesquiere took over as designer. The brand started to expand worldwide after PPR acquired it in 2001.


Balenciaga did not explain Ghesquiere’s departure clearly when it made the announcement on Monday but it suggested the designer was longing for a new creative adventure.


Lagerfeld, who runs his own brand on top of working as artistic director for LVMH’s Fendi and for privately owned Chanel, said he could not think about the succession.


“We (my team and I) only think in terms of one collection after the next collection,” he said. “In fashion, I am very much against projection in the far away future.”


Lagerfeld was speaking at the opening of an exhibition at the Grand Palais in Paris of his photos of celebrities themed around Chanel’s “little black jacket,” who were styled by Carine Roitfeld, former editor of the French Vogue.


The celebrities include artist Yoko Ono, John Lennon’s widow, film maker Sofia Coppola and actresses Kirsten Dunst and Milla Jojovich.


“I am happy I can do both fashion and photography because there is a link between the two but it is a link which I refuse to analyze,” Lagerfeld said.

Also present at the exhibition’s opening was Bruno Pavlovsky, president of Chanel’s fashion division, who like Lagerfeld would not be drawn too long on the subject of the designer’s succession.


“Karl is in great shape, I work every day with him and I can assure you that he is doing very well,” Pavlovsky said, adding that relations between Chanel and him had always been excellent.


“Of course one day there will be an after-Karl but Karl will have made Chanel so strong, with such strong codes that Chanel will find solutions,” Pavlovsky said.


The executive said Chanel, owned by the Wertheimer family, was doing well overall and expected 2012 to be another “good year” in spite of the global downturn which has affected many of its rivals including LVMH, Burberry and Gucci owner PPR.


However, he said the Chinese market was becoming more mature with growth levels in big cities such as Shanghai or Beijing becoming similar to that of European capitals or New York where Chanel has been for decades.


“We are no longer in the 20-30 percent growth levels we had seen (in previous years in China),” he said. “It can be more than 10 percent,” he said, referring to growth levels in big European cities.


Pavlovsky said Chanel planned to finish the year with 10 boutiques in China and 182 globally.

Judge says Texas cannot ban family planning group from health program
















AUSTIN, Texas (Reuters) – A Texas judge ruled on Thursday that the state cannot ban Planned Parenthood, for now, from offering health care to low-income women through a state-run program even though some of the group’s family planning and health clinics perform abortions.


“This is another victory for the women in Texas,” Pete Schenkkan, a lawyer representing the group, told reporters after state District Judge Stephen Yelenosky said he would halt enforcement of the Texas law while Planned Parenthood’s lawsuit contesting the state ban proceeds.













Although the Texas health program does not pay for abortions, earlier this year the state decided to enforce a law that had been on the books for several years barring funding for abortion providers and affiliates.


Planned Parenthood said it does not provide abortions at clinics that participate in the Texas Women’s Health Program, but it is the nation’s leading reproductive health and abortion provider and the state objects to its affiliation with clinics that do provide abortions.


A state district judge last month issued a temporary order blocking the state from enforcing the ban. That order was set to expire Friday. Planned Parenthood argued in court on Thursday that the ban is invalid under state law.


The Obama administration told Texas this week that federal funding – which pays for most of the Women’s Health Program’s $ 40 million annual cost – will stop at the end of the year. The program provides care such as breast and cervical cancer screenings and birth control, and Planned Parenthood says it serves nearly half the 115,000 Texas women who participate.


“We cannot continue to provide full federal funding for a program that is not in compliance with federal law any longer than is necessary to minimize disruption in care to beneficiaries,” Cindy Mann of the Centers for Medicare & Medicaid Services told Texas health officials in a letter on Wednesday.


In state district court in Austin on Thursday, Patricio Gonzales, chief executive of a Planned Parenthood affiliate in South Texas, testified that losing the funding would lead to the closure of two or three of his four clinics.


Mann told Texas officials: “It remains very important to us that the state complete its transition of the program before the end of the year to ensure there is not an abrupt end to services for beneficiaries.”


Governor Rick Perry has said that the Texas is ready to roll out a state-funded program.


Planned Parenthood sued in state court after a federal appeals court declined to reconsider a ruling allowing Texas to exclude it. Earlier this week, the family planning organization filed a motion asking for its federal lawsuit to be paused while it pursues the state case.


Perry said on Thursday Planned Parenthood’s efforts to bring suits in different courts were a “stalling tactic.”


“Venue shopping and courtroom sleight-of-hand in no way helps the women of Texas. We see their stalling tactic for what it is – yet another attempt to unashamedly defy the will of Texas voters and taxpayers.”

The Loneliness of David Cameron
















Inside his 10 Downing Street office, David Cameron has surrounded himself with friends of two decades or more—contemporaries from his time at Eton and Oxford and his early days as a political researcher. Once he steps outside his front door, the 46-year-old prime minister’s life is lonelier. In Parliament lawmakers from his Conservative Party are rebelling in unprecedented numbers and with increasing frequency. Conservative newspapers, which once feted him, have turned hostile. If there were an election tomorrow, voters say they’d back the Labour Party, which enjoys a 10-point advantage in the polls.


Cameron’s signature policy—an austerity plan meant to wipe out the structural budget deficit by the 2015 election—has caused pain among voters and is certain to cause more. The government will have implemented £37 billion ($ 59.11 billion), less than a third of the £126 billion of cuts planned, by the end of the fiscal year. Welfare payments for housing have been capped, forcing some poor people to move out of expensive areas such as London. Pay has been frozen for police, teachers, nurses, doctors, and other public-sector workers.













The success of the austerity plan depended on the economy returning to a growth rate of 2.3 percent in 2011 and 2.8 percent in 2012. It didn’t; the economy is only now emerging from a double-dip recession. The National Institute of Economic and Social Research forecast on Nov. 2 that the economy in 2013 will be 5.3 percent smaller than forecast in 2010. The deficit-elimination target has been pushed back to the fiscal year ending April 2017. That means the government will go into the 2015 election promising further spending cuts and tax hikes.


On Oct. 31, Cameron suffered his first House of Commons defeat at the hands of his own party’s lawmakers on a vote over contributing to the European Union budget. In a vote designed to embarrass Cameron, Tory MPs wanted him to call for a cut in the budget. Cameron argued that calling for a budget freeze was more realistic. It was eight years before former Tony Blair lost a vote; it’s taken Cameron two. “On the specific issue of Europe, Conservatives in this Parliament are the most rebellious since dinosaurs ruled the earth,” says Philip Cowley, professor of politics at the University of Nottingham. “But it’s not just Europe. He’s retreated on a series of issues where he would have been defeated.”


The setback with the greatest impact may be Cameron’s abandonment of plans to introduce elections to the House of Lords. Although a popularly elected upper house has long been a cherished policy goal of his coalition allies, the Liberal Democrats, Cameron dropped the effort in the face of opposition from Tory traditionalists. In retaliation, the Liberal Democrats said they’d block a redrawing of electoral boundaries, which at the moment favor Labour. Evening up the sizes of districts would have helped the Conservatives win more seats, but Cameron will have to campaign in the next election with the same handicap that helped cost him a majority in 2010.


Cameron’s aloofness hurts his cause. Speaking of Parliament and its members, Cowley asks, “How often is he in the tea rooms? Does he talk to them in the corridors? The answer is no.”


According to Tim Bale, author of The Conservatives Since 1945, Cameron’s loyalty to his friends and his meteoric rise through his party to become leader at the age of 39 contribute to his alienation from other Tory lawmakers. “It’s admirable that he doesn’t let people go and move on, but that means other people think there’s no room for them in his circle,” Bale says. “If he’d spent 10 years in the lower reaches of the party, he might have had time to meet more people from different parts of the country and different backgrounds.”


Andy Coulson was one of the few who managed to get into the inner circle without having known the young Cameron. The working-class former editor of the News of the World, hired as Cameron’s press chief in 2007, quickly acquired trusted status. Coulson resigned from Downing Street at the beginning of 2011 as the hacking scandal at his former paper deepened. On the day his former aide was arrested, in July of that year, Cameron told reporters that Coulson “became a friend and is a friend.”


Cameron’s response to that scandal—to set up a media ethics inquiry—has angered Conservative-supporting papers. News Corp.’s (NWS) Sun newspaper supported the Conservatives in the 2010 election. Since the arrest of at least 10 of its journalists for alleged bribery, it has been hostile to Cameron, and in October it helped force the resignation of a member of Cameron’s cabinet, Andrew Mitchell, after he swore at a policeman guarding Downing Street.


A Populus survey in September found voters frequently describing Cameron as “out of touch” and “arrogant.” On the positive side, they were less likely to describe him as “out of his depth” than they were the leaders of Britain’s other two main parties. Nonetheless, the prime minister is holding fewer of the “Cameron Direct” town hall events that he did almost weekly when the Conservatives were in opposition and regularly in the early days of his premiership.


For all his problems, Cameron has one faithful friend: the bond market. Helped by the Bank of England’s debt purchase program, the yield on Britain’s 10-year bond is around 1.75 percent, a third that of Spanish debt. He also has two and a half years until the next election, and if the economy recovers his fortunes will improve.


Cameron’s options for now remain limited. The government can’t afford tax cuts. His Liberal Democrat coalition allies block anything he might do that would appeal to his party’s lawmakers and traditional supporters, such as tougher immigration laws. Conservative Party lawmakers have put Cameron on notice that they have the numbers and will to defy him if he softens his position on hot-button issues such as further integration with Europe. The prime minister needs a new strategy if he’s to widen his circle of friends.


The bottom line: Cameron still has to cut £89 million from the budget to eliminate the deficit. Voters and party members are getting restless.

Myanmar says Obama to visit later this month
















YANGON, Myanmar (AP) — President Barack Obama will make a groundbreaking visit later this month to Myanmar, an official said Thursday, following through with his policy of rapprochement to encourage democracy in the Southeast Asian nation.


The Myanmar official speaking from the capital, Naypyitaw, said Thursday that security for a visit on Nov. 18 or 19 had been prepared, but the schedule was not final. He asked not to be named because he was not authorized to give information to the media.













The official said Obama would meet with opposition leader Aung San Suu Kyi as well as government officials including reformist President Thein Sein.


It would be the first-ever visit to Myanmar by an American president. U.S. officials have not yet announced any plans for a visit, which would come less than two weeks after Obama’s election to a second term.


Obama’s administration has sought to encourage the recent democratic progress under Thein Sein by easing sanctions applied against Myanmar’s previous military regime.


Officials in nearby Thailand and Cambodia have already informally announced plans for visits by Obama that same week. Cambodia is hosting a summit meeting of the Association of Southeast Asian Nations, and Thailand is a longtime close U.S. ally.


The visit to Myanmar, also known as Burma, would be the culmination of a dramatic turnaround in relations with Washington as the country has shifted from five decades of ruinous military rule and shaken off the pariah status it had earned through its bloody suppression of democracy.


Obama’s ending of the long-standing U.S. isolation of Myanmar’s generals has played a part in coaxing them into political reforms that have unfolded with surprising speed in the past year. The U.S. has appointed a full ambassador and suspended sanctions to reward Myanmar for political prisoner releases and the election of Nobel laureate Suu Kyi to parliament.


From Myanmar’s point of view, the lifting of sanctions is essential for boosting a lagging economy that was hurt not only by sanctions that curbed exports and foreign investment, but also by what had been a protectionist, centralized approach. Thein Sein’s government has initiated major economic reforms in addition to political ones.


A procession of senior diplomats and world leaders have traveled to Myanmar, stopping both in the remote, opulent capital city, which was built by the former ruling junta, and at Suu Kyi’s dilapidated lakeside villa in the main city of Yangon, where she spent 15 years under house arrest. New Zealand announced Thursday that Prime Minister John Key would visit Myanmar after attending the regional meetings in Cambodia.


The most senior U.S. official to visit was Hillary Rodham Clinton, who last December became the first U.S. secretary of state to travel to Myanmar in 56 years.


The Obama administration regards the political changes in Myanmar as a marquee achievement in its foreign policy, and one that could dilute the influence of China in a country that has a strategic location between South and Southeast Asia, regions of growing economic importance.


But exiled Myanmar activists and human rights groups are likely to criticize an Obama visit as premature, rewarding Thein Sein before his political and economic reforms have truly taken root. The military — still dominant and implicated in rights abuses — has failed to prevent vicious outbreaks of communal violence in the west of the country that have left scores dead.

Youth support drives passage of California tax-hike measure
















SAN FRANCISCO (Reuters) – California‘s 74-year-old governor, Jerry Brown, engineered a surprise victory for his tax-hike ballot proposition by tapping support at the other end of the age spectrum.


Proposition 30, a temporary $ 6 billion tax hike, passed with a solid 54 percent approval on Tuesday, driven largely by a higher-than-expected turnout of young voters, pollsters and analysts say.













The measure, a rare attempt by a state to raise taxes at a time of small-government fervor, was the cornerstone of Brown’s plan to balance the state’s $ 91 billion budget. Without it, the state would have to cut spending on schools and universities.


But in recent days, the proposition had seemed destined for failure, according to several polls. Brown, who began campaigning heavily for it in the last weeks of the election, held rallies at colleges, and many younger voters responded.


“It’s the reversal of a historic trend,” said Dan Schnur, director of the University of Southern California/Los Angeles Times poll, speaking about the normal difficulty of winning support for a tax measure in the waning days of a campaign. At the end of October, his poll showed only 46 percent of voters for the measure.


Young people made up about 28 percent of those who voted on Proposition 30, according to an exit poll from CNN, and 65 percent of them voted yes.


“We saw this amazing engagement that was fed by social media, on Facebook, on Twitter,” said Scott Lay, president of the Community College League of California, an advocacy group.


The ability for the first time to complete the entire voter-registration process online contributed to the passage of the measure, he believes, because “young voters who registered online were more engaged.”


As election day neared, polls from the Public Policy Institute of California, the California Business Roundtable with Pepperdine University, and the respected Field Poll, all showed less-than-majority support for Prop 30, and at best they labeled its chances a toss-up.


But Mark DiCamillo, director of the Field Poll, saw signs Brown could persuade undecided voters and told several reporters ahead of the election that Proposition 30 had a shot.


He cited data in his poll showing that undecided voters shared many characteristics with voters who favored Proposition 30, including a favorable view of Brown, a sense that they were paying about the right amount in taxes, and concern over budget cuts that could kick in if the measure failed.


“If you looked at the 14 percent that were undecided, they held views that were more in line with “Yes” voters,” said DiCamillo. “All it needed was about three points from the undecided.”


Brown’s push in recent days for the initiative undoubtedly helped, including his visits to colleges and his attendance at a group of last-minute events, the pollsters said. On Monday, for example, Brown touted the measure at gatherings in San Diego, Burbank, Fresno, Sacramento and San Francisco.

Country duo Civil Wars cancel tour, cite discord
















LONDON (Reuters) – Grammy Award-winning country-folk duo The Civil Wars have cancelled their British tour dates, citing “irreconcilable differences” via Twitter and Facebook.


The pair made the announcement shortly after performing at the Roundhouse in north London late on Tuesday, but they added that they hoped to record together soon.













“We sincerely apologize for the canceling of all of our tour dates,” said the band, which comprises Joy Williams and John Paul White.


“It is something we deeply regret. However, due to internal discord and irreconcilable differences of ambition we are unable to continue as a touring entity at this time … Our sincere hope is to have new music for you in 2013.”


The band said it would “do its best” to reimburse fans who had made travel reservations to see them.


The Civil Wars released their debut studio album “Barton Hollow” last year and went on to scoop two Grammy Awards – the highest prize in music – for best folk album and best country duo/group performance.

U.S. soldier in Afghan rampage had no sign of PTSD: superior
















TACOMA, Washington (Reuters) – A U.S. soldier accused of killing 16 Afghan villagers in a rampage earlier this year was an outstanding leader who had difficulty sleeping but no signs of post-traumatic stress disorder, his immediate superior testified on Wednesday.


Military prosecutors are seeking the death penalty for Army Staff Sergeant Robert Bales, accusing him of gunning down the villagers – mostly women and children – when he ventured out of his remote camp on two revenge-fueled forays over a five-hour period in March.













In testimony that could hobble any defense that Bales was seriously impaired on the night in question, First Sergeant Vernon Bigham told a pre-trial hearing that Bales had undergone surgery for sleep apnea but did not complain of PTSD, traumatic brain injury or headaches.


Bigham, Bales’ company supervisor, described the decorated serviceman as a capable sergeant “doing an outstanding job.” He testified via video-link from Afghanistan‘s Kandahar Air Field before a hearing at Joint Base Lewis-McChord in Washington state that will determine whether there is enough evidence to warrant a court martial.


“I was trying to groom him, to help him make the next step,” Bigham said of Bales.


Bales, a veteran of four combat tours in Iraq and Afghanistan, faces 16 counts of premeditated murder and six counts of attempted murder, as well as charges of assault and wrongfully possessing and using steroids and alcohol while deployed.


The shootings in Afghanistan’s Kandahar province marked the worst case of civilian slaughter blamed on an individual U.S. soldier since the Vietnam War and damaged already strained U.S.-Afghan relations.


CHAFING AT RULES OF ENGAGEMENT


Bales’ lead defense attorney, John Henry Browne, has suggested that PTSD or a concussion, combined with steroids and alcohol, may have played a part in the events of March 11.


But Bales’ lawyers have not said directly what their defense will be, and Bigham’s testimony could hurt any effort to portray the soldier as impaired by stress or mental injuries.


Bigham reluctantly told lead prosecutor Lieutenant Colonel Jay Morse that Bales was a “family man” who frequently discussed his children but complained about marital issues.


He had been “very excited” about his latest deployment, Bigham said, acknowledging that Bales preferred aggressive field tactics.


“Was he frustrated with the rules of engagement?” Morse asked. “Uh, yes,” Bigham answered.


Several witnesses on the first two days of the hearing testified that Bales had been upset by the lack of action over an attack on a patrol several days before the shootings in which one soldier had the lower part of a leg blown off by a bomb.


Bigham’s remarks came a day after another soldier’s testimony appeared to cast doubt on the government’s contention – supported by several witnesses on Monday – that Bales, 39, left and entered the compound twice on his own, and acted alone.


Private First Class Derek Guinn testified on Tuesday that he was told by Afghan guards that two U.S. soldiers were seen entering Camp Belambay, where Bales was based, in the early hours of March 11 and one was seen leaving again.


But Guinn, who spoke to the guards through an interpreter, said he personally did not see anyone leaving or entering the camp.


PHOTO EVIDENCE SHOWN


Two U.S. Army Criminal Investigation Command agents, in testimony later on Wednesday, presented photographs that prosecutors suggested tied Bales directly to the murders.


Agent Trayce Lang identified photos of Bales’ blood-splattered camouflage clothing and his tan boots, boxer briefs, a T-shirt, ammunition belts and pants taken from him on the night in question.


“In the pocket was a box of matches,” Lang said. Bales is charged with burning 10 of the bodies.


Lang said she also found blood in the barrel of a 9-millimeter pistol surrendered by Bales after he returned to the base.


Matthew Hoffman, an Army reservist and police detective who supervised the Army’s investigation into the shootings, said his team found bullet casings that matched the pistol and semi-automatic rifle that Bales carried during the shootings.


He identified photos of blood-spattered walls in four mud homes in the villages of Alkozai and Najiban where Bales is accused of killing the 16 victims and wounding six more.


Hoffman said investigators couldn’t get to the crime scenes in the two villages near Camp Belambay for three weeks because of the risk of attack by enraged Afghans.


In the final testimony of the day, Army physician Major Travis Hawks described wounds inflicted on five Afghan civilians who were brought to the Forward Operating Base Zangabad medical facility.


Hawks identified the most seriously injured, a young girl called Zardana, from a photograph showing an exposed head wound with brain matter knotted into her dark hair. Zardana survived the night and was evacuated by two U.S. Army helicopters to a NATO hospital in Kandahar.


One other female and three males were also treated, Hawks said, including a boy, aged about 7, who sustained gory head injuries below his left ear. A male in his 40s sustained a neck wound. Each of the five survived after receiving extensive medical care, Hawks said.

Walmart moves “Black Friday” earlier on Thanksgiving night
















(Reuters) – Walmart will kick off its holiday sales rush at 8 p.m. on Thanksgiving, its earliest start ever, and will guarantee that those who line up can buy a trio of gadgets as it places a big bet that shoppers are ready to spend this holiday season.


The holiday season is critical for Wal-Mart Stores Inc , the world’s largest retailer, and its Walmart U.S. division. More than a quarter of its annual sales come during the holiday season.













“We bought deep, very deep, and we bought deep on items that matter to our customers,” said Walmart U.S. Chief Merchandising and Marketing Officer Duncan Mac Naughton.


Retailers are coming up with fresh ways to entice shoppers this year, as holiday spending is only expected to rise 4.1 percent, according to the National Retail Federation, down from 5.6 percent growth in 2011.


Walmart kicked off layaway a month earlier than last year, in mid-September. Layaway allows shoppers to keep a product on hold at the store and pay for it over time. Chains such as Walmart and Target have already published toy catalogs.


While the holiday shopping season traditionally kicks off on the day after Thanksgiving, known as Black Friday, the push to sell Christmas presents and other items has been moving earlier and earlier in recent years.


Retailers say that shoppers want earlier deals.


“‘We got customer feedback that says ‘I like to shop earlier so I can go to bed earlier,’” Mac Naughton said.


Thanksgiving will be observed on November 22 this year.


SPECIAL OFFERS


At 8 p.m. local time on Thanksgiving, Walmart‘s offers will include deals on video games starting at $ 10 and home appliances such as a Crock Pot slow cooker and a Mr. Coffee maker for $ 9.44 each.


Walmart also said it would guarantee that three items will be available that night to people standing in line in its stores between 10 p.m. and 11 p.m. on Thanksgiving, though the items are not among the hottest new gadgets of the year.


Those shoppers are guaranteed access to an Apple iPad 2 16GB with Wi-Fi, a March 2011 version, priced at $ 399 with a $ 75 Walmart Gift Card; a 32-inch Emerson 720p LCD TV at $ 148, $ 80 below the usual price; and an LG Blu-ray player for $ 38 that Walmart does not typically sell but said goes for $ 68 to $ 79 elsewhere.


After a round of specials focused on electronics at 10 p.m. Walmart will take a break from special deals, giving shoppers a chance to get some rest or perhaps visit other stores.


Walmart now keeps its stores open overnight between Thanksgiving and Black Friday after an employee was trampled to death when a Long Island store opened on Black Friday in 2008.


Last year, key competitors including Target Corp began their special offers at 12 a.m. on Friday.


Other items to be offered during the night include brands such as Vizio, Samsung, Nikon, Nook and Beats by Dr. Dre.


“I think we have the brands that our customers want,” Mac Naughton said.


A variety of items from Goodyear tires to a Singer Sewing Machine go on sale at 5 a.m. on Black Friday.


Last year, Target, Best Buy , Macy’s and Kohl’s were closed on Thanksgiving and kicked off Black Friday sales at the stroke of midnight, their earliest starts ever. Best Buy Co Inc , Macy’s and Kohl’s all plan to open at midnight again, while Target has not given its plans yet.


Sears Holdings Corp’s Sears and Kmart stores will be open on Thanksgiving Day. Last year, Sears kept its discount chain Kmart open on Thanksgiving but the Sears chain was closed.


This year, Sears stores will open at 8 p.m. on Thanksgiving Day and stay open overnight until 10 p.m. on Black Friday. Kmart has been open on Thanksgiving for the last 21 years.


In 2011, Walmart began with deals on toys, home items and clothing at 10 p.m. on Thanksgiving, followed by electronics deals at midnight and other offers at 8 a.m. on Friday, November 25.


Most Walmart stores will be open on Thanksgiving, unless they are required to close by local or state law.


Walmart has faced protests in various U.S. cities lately and some workers have planned to walk off the job on Black Friday. Such actions are being sponsored by groups including a contingent of workers called OUR Walmart that receives union support.

Merkel says Germany, Britain must work together on EU
















LONDON (Reuters) – Germany and Britain must cooperate to work round their differences on the European Union‘s long-term spending plans, German Chancellor Angela Merkel said on Wednesday.


“Despite differences that we have it is very important for me that the UK and Germany work together,” Merkel said through a translator before a meeting in London with Prime Minister David Cameron to discuss the EU‘s 2014-2020 budget.













“We always have to do something that will stand up to public opinion back home. Not all of the expenditure that has been earmarked has been used with great efficiency … We need to address that,” she said.


EU leaders meet in Brussels on November 22-23 to try to secure a seven-year budget for the 27-nation bloc amid signs of differences of opinion over what action should be taken.

AT&T’s Nokia Windows phone prices to undercut rivals
















SAN FRANCISCO (Reuters) – AT&T set a $ 50 starting price for Nokia‘s latest Windows smartphones, on which the struggling Finnish phone maker is pinning its hopes for a turnaround.


The No. 2 U.S. mobile provider said on Tuesday that it will sell the Nokia Lumia 820 for $ 49.99 and the flagship Lumia 920 phone for $ 99.99 compared with its $ 199.99 pricing for the HTC Corp Windows Phone 8X device.













Nokia, which has lost out hugely to Apple Inc and Samsung Electronics Co in recent years, is hinging its entire future on Microsoft‘s mobile software. HTC mostly sells phones based on Google Inc’s Android software but is hoping to diversify with Windows Phone 8.


The three devices are key for Microsoft which is banking on its Windows Phone 8 software to challenge Apple’s iPhone and Android phones from vendors like Samsung.


The low Nokia price shows that volumes are more important to the company than profits as it is hoping to re-build a U.S. customer base, Current Analysis analyst Avi Greengart said.


And with such aggressive pricing, the only reason these phones could fail to sell well is if consumers decide they are not interested in the Microsoft software, Greengart said.


“It’s almost a referendum on Microsoft’s operating system,” said the analyst.


AT&T is also offering a free wireless charging plate with the purchase of the Lumia 920, which is worth about $ 80 according to an estimate from Greengart, who used previous wireless chargers as a benchmark.


“This is a valuable accessory that AT&T and Nokia are throwing in the box for free,” Greengart said. “I would think this will make it more difficult for HTC because they have a product with a smaller display and less unique features.”

The Civil Wars cancel tour using divorce language
















NASHVILLE, Tenn. (AP) — Grammy-winning duo The Civil Wars have canceled their upcoming tour dates, citing irreconcilable differences.


The folk-pop duo Joy Williams and John Paul White released a statement Tuesday announcing that because of “internal discord and irreconcilable differences of ambition” they were unable to “continue as a touring entity at this time.”













Although they used the language of divorce, the duo added, “Our sincere hope is to have new music for you in 2013.”


Williams and White are both married, but to other people. Williams had a baby this summer with husband Nate Yetton, the duo’s manager.


Earlier this year the pair canceled part of their European tour.


The duo found unexpected success with their 2011 debut album, “Barton Hollow.” With backgrounds in gospel and rock, they met when they were both asked to contribute to a country project and found chemistry.


Back then, the pair framed their partnership in terms of courting. White told The Associated Press that after two songwriting sessions, “I finally got up the nerve to ask her out, as it were.”


“In a musical way,” Williams said.

Visible aging signs may predict heart disease
















LOS ANGELES (Reuters) – Common visible signs of aging may not just be a vanity or employment problem. They may also be a harbinger of heart disease.


In a large, long-term study, people who displayed three to four signs of aging, such as receding hairlines at the temples, baldness at the crown of the hear, earlobe creases or yellow fatty deposits around the eyelids had a 57 percent increased risk of heart attack and a 39 percent increased risk of developing heart disease, Danish researchers found.













Fatty cholesterol deposits around the eyes, a condition known as xanthelasmata, was the strongest individual predictor of both heart attack and heart disease, according to data presented on Tuesday at the American Heart Association scientific meeting in Los Angeles. There was a 35 percent increase in heart attacks among subjects with the condition, researchers found.


“The visible signs of aging reflect physiologic or biologic age and are independent of chronologic age,” said Dr. Anne Tybjaerg-Hansen, lead investigator of the Copenhagen Heart Study and a professor of clinical biochemistry at the University of Copenhagen.


Researchers were able to rule out gray hair and wrinkles as predictors of heart disease. Tybjaerg-Hansen, a youthful looking 60-year-old, said those factors appear to reflect chronological age rather than health issues.


Beginning in 1976, researchers analyzed nearly 11,000 subjects 40 years of age and older for a variety of common aging signs. Of them, 7,537 had receding hairlines at the temples, 3,938 had baldness at the crown of the head, 3,405 had earlobe crease and 678 sported fatty deposits around the eye.


In 35 years of follow-up through May of 2011, 3,401 of those subjects developed heart disease and 1,708 suffered a heart attack, researchers found.


The aging signs predicted risk of heart attack and heart disease independent of traditional risk factors, such as high cholesterol, high blood pressure and smoking, researchers said.


The risk increased with each additional sign of aging in all age groups among men and women, with the highest risk found among those who had three or four of the problematic signs.


“Checking these visible signs of aging should be a routine part of every doctor’s physical examination,” Tybjaerg-Hansen said.


Tybjaerg-Hansen, who got involved in the Copenhagen study in the late 80s, said lifestyle changes and more intensive lipid-lowering therapy should be considered for patients who look older than their age.


One limitation of the study was that it followed an all white population, so the results cannot necessarily be applied to other races and ethnic groups without further study, she said.

Futures off lows as election called for Obama
















NEW YORK (Reuters) – Stock index futures fell late on Tuesday, but were off session lows, as major TV networks called the U.S. presidential election for Democratic incumbent Barack Obama over challenger Mitt Romney.


S&P 500 futures fell 6.7 points and were below fair value, a formula that evaluates pricing by taking into account interest rates, dividends and time to expiration of the contract. Dow Jones industrial average futures lost 50 points and Nasdaq 100 futures fell 8.75 points.













S&P futures earlier fell as much as 14 points.


Cash markets posted strong gains earlier despite a string of weaker-than expected results from U.S. companies, with notable strength in stocks and sectors that were seen favorable under a Romney win, including coal, energy and defense shares.


“The first reaction is a giveback of today’s movement, but the fact that we’ll have a decision is as important as anything,” said Art Hogan, managing director at Lazard Capital Markets in New York.


He said the most important market catalyst now is the speed at which Washington deals with the so-called fiscal cliff, some $ 600 billion in spending cuts and tax increases that are due to kick in next year and could derail the U.S. economic recovery.


The vote including congressional races points to a status quo result, Democrats retaining control of the Senate and the House of Representatives staying in Republican hands.

Officials: New mass graves found in Ivory Coast
















ABIDJAN, Ivory Coast (AP) — Up to 10 new mass graves have been discovered near the site of a July attack on a camp for displaced people, officials said Tuesday, amid allegations that initial casualty totals were downplayed to mask killings carried out by the national army.


Rights groups claim summary executions were carried out by the Republican Forces of Ivory Coast, known by its French acronym of FRCI. Last month, officials found six bodies in a well close to the former campsite in the western town of Duekoue.













Government, army and U.N. officials toured 10 more graves in the same area on Saturday, said Paul Mondouho, vice-mayor of Duekoue. He said the graves had first been identified by civilians, and that officials did not know the number of bodies they contained because they had not yet been properly exhumed.


“People were suspecting the presence of bodies in these graves because of the smell coming out of them and because of the shoes we saw nearby,” Mondouho said.


Prosecutor Noel Dje Enrike Yahau, who is based in the commercial capital of Abidjan, confirmed that multiple new graves had been discovered but could not provide details. U.N. officials and the local prosecutor in charge of investigating the suspected killings could not be reached Tuesday.


U.N. spokeswoman Sylvie van den Wildenberg confirmed that U.N. forces helped Ivorian authorities secure a perimeter around 10 wells “similar to the one in which six bodies were found,” and that “some of those wells are suspected mass graves.”


She stressed that Ivorian authorities were leading the investigation but that the U.N. was able to provide assistance.


Army spokesmen could not be reached Tuesday. The Justice Ministry has previously vowed to investigate the discovery of the initial grave.


On the morning of July 20, a mob descended on the U.N.-guarded Nahibly camp, which housed 4,500 people displaced by violence in Ivory Coast, burning most of the camp to the ground. Officials said at the time that six people were killed.


The attack was prompted by the shooting deaths of four men and one woman on the night of July 19, according to local officials and residents. In response a mob of some 300 people overran the camp on the morning of July 20 after the perpetrators of the shootings reportedly fled there.


The victims in the July 19 attack lived in a district dominated by the Malinke ethnic group, which largely supported President Alassane Ouattara in the disputed November 2010 election. The camp primarily housed members of the Guere ethnic group, which largely supported former President Laurent Gbagbo.


Gbagbo’s refusal to cede office despite losing the election to Ouattara sparked months of violence that claimed at least 3,000 lives.


Albert Koenders, the top U.N. envoy to Ivory Coast, said one week after the attack that U.N. security forces had been inside and outside the camp at the time but that no Ivorian security forces were present. He said the U.N. forces decided not to fire at a large group of people that were attacking the camp in order to avoid “a massacre.”


Several witnesses have said soldiers and traditional hunters, known as dozos, participated in the attack on the camp. Both military and dozo leaders have denied the claims, saying they had tried to protect the camp.


In a statement released Friday, the International Federation for Human Rights, known by its French acronym of FIDH, said it had information — including the preliminary results of autopsies — confirming that the six bodies found in October were men who had been summarily executed by the army.


“The disappearance of dozens of displaced persons after the attack, as well as confirmation of cases of summary and extra-judicial executions, suggest a much higher victim rate than the official figures report,” said the organization, which counts Ivorian civil society groups among its members.


Duekoue was one of the hardest-hit towns during the post-election violence. The U.N. has established that at least 505 people were killed in and around the town, including during a notorious March 2011 massacre that claimed hundreds of lives and was allegedly carried out by fighters loyal to Ouattara.


Duekoue residents belonging to ethnic groups that supported Gbagbo have long complained about abuses carried out by the FRCI, with some pointing to the direct involvement of the local commander, Kone Daouda. FIDH said in its statement that Daouda had been transferred following the discovery of the grave in October, and called for him to be interrogated over the matter.


The group also said two FRCI members were being “actively sought” after failing to return to their barracks on Oct. 16, noting that they are believed to have fled to neighboring Burkina Faso.

TV networks tell staff: watch what you tweet on Election Day
















LOS ANGELES (Reuters) – Television networks face a new challenge in covering this year’s excruciatingly close presidential election: prevent closely guarded exit poll results from leaking onto Twitter, Facebook and other social media platforms.


The major TV news networks agreed to shield early exit poll data suggesting who is leading in a state until the state’s polls close. That means no tweeting exit polls, posting on Facebook, or re-tweeting figures reported by others.













“We will not either project or characterize a race until all the polls are scheduled to have closed in that state,” said Sheldon Gawiser, director of elections for NBC News.


Election officials worry that leaks could discourage people from voting if they think the race in their state is already decided, depressing the vote count and distorting the results. In 1985, Congress extracted a promise from the major TV networks to refrain from using exit polls to project a winner in a particular state, or to characterize who is leading, while voting continues in that area.


The closeness of this year’s election between President Barack Obama and Republican challenger Mitt Romney has focused attention on key battleground states – such as Ohio, Virginia and Florida – and what their exit polls might signal about who will win the White House.


It has resurrected memories of the disputed 2000 election between Republican George W. Bush and Democrat Al Gore – some media outlets projected a Gore victory in Florida while polls in the western part of the state remained open. The networks later pulled back, leaving doubt about who won and leading to a month of recounts and court battles.


If early results become public, “it can be a real problem,” said Jeff Berkowitz, a Republican strategist who runs Berkowitz Public Affairs. “For somebody who’s got seven things on their list to do that day, and if they’re already being told the election is over, are they really going to prioritize voting over the other six?”


Exit poll data is collected by New Jersey-based Edison Media Research on behalf of the National Election Pool, a consortium of Walt Disney Co’s ABC, News Corp’s Fox, Time Warner Inc’s CNN, Comcast Corp’s NBC, CBS Corp’s CBS and the Associated Press. The media companies use the findings to help them call results in each state, and to inform post-election analysis.


Reuters is not a member of the consortium and collects exit data with market research firm Ipsos. The news organization will not share any exit data before polls close, a Thomson Reuters Corp spokeswoman said.


Smaller news outlets and Internet blogs are not bound by the commitment made by members of the National Election Pool, and could post any exit poll numbers they get their hands on.


In 2004, for example, The Drudge Report posted early results that favored John Kerry. U.S. stocks dipped, and Kerry eventually lost the race, highlighting that early and incomplete results can prove wrong. A representative for The Drudge Report could not immediately be reached by e-mail.


There is no evidence that exit poll results influence voters, but the rise of social media means any leaked data could spread like wildfire.


After leaks in past elections, the big TV networks have taken steps to keep a tighter lid on information. While some findings previously were available as early as 1 p.m. Eastern time, news staff are not to be given an initial look until 5 p.m. – still two hours before the earliest poll closings.


Following a template used in the last three elections, six analysts – one from each news organization in the National Election Pool – will be locked in a “quarantine room” from 11 a.m. to 5 p.m. Eastern time on Tuesday with no phone or e-mail access, Gawiser said. They will conduct preliminary analysis of the data before it is released to staff at the news outlets.


“They cannot talk to us. We don’t know anything about it. We can’t see any of these data until five o’clock,” Gawiser said.


These kinds of restrictions helped keep exit data under wraps in 2008, when Obama defeated John McCain. The race also was not as close as in the two previous elections, or indeed this year’s vote, reducing demand for early information.


This year, the tight race and prevalence of social media increases the risk that data will spread quickly if it leaks, said Tom Rosenstiel, director of the Pew Research Center’s Project for Excellence in Journalism.


“If that were to happen today, with Internet penetration and the speed of social media, that (data) would be known pretty widely,” he said.
