Hollywood tops Chinese film market in 2012, first time in four years






SHANGHAI (Reuters) – China‘s 2012 box office was dominated by foreign films for the first time in four years as a deal cemented earlier this year saw more Hollywood film screened on the mainland, squeezing out domestic competition.


China’s box office receipts are expected to reach 16.8 billion yuan ($ 2.7 billion) in 2012 and about 8 billion yuan ($ 1.28 billion), or slightly less than half the receipts, are from domestic films, the official People’s Daily reported on Monday, quoting estimates from the State Administration of Radio, Film and Television.






It is the first time in four years that domestic film receipts totaled less than 50 percent of the market and signals that the February trade agreement to allow more Hollywood movies to be screened in China is having a significant impact on the country’s movie industry.


Last year, domestic films made up 54 percent of box office receipts, down slightly from 56 percent in 2010, local media reported. China agreed in February to open its market to more American movies, permitting 14 premium format films such as IMAX or 3D to be exempt from the annual 20 foreign film quota.


Last month, Tian Jin, China’s vice minister of the State Administration of Radio, Film and Television, said the U.S. film industry was reaping massive profits due to the February concession while domestic producers were under pressure.


However, the best-selling film this year is a low-budget, domestically-produced comedy called “Lost in Thailand” about two rival businessmen. The movie drew a bigger audience in China than James Cameron’s “Avatar”, the People’s Daily said.

FDA new drug approvals hit 16-year high in 2012






LONDON/NEW YORK (Reuters) – U.S. regulators approved 39 new drugs in 2012, the most in 16 years, suggesting that pharmaceutical makers are poised for growth after losing billions of dollars in recent years to generic drug makers because of patent expirations.


There were eight approvals in December alone, including a new treatment from Johnson & Johnson called Sirturo for drug-resistant tuberculosis approved on Monday, the first new TB drug in decades.






The pharmaceutical sector badly needs a pick-up in productivity as companies try to refill their medicine chests after heavy losses to generic manufacturers, which have benefited from a string of patent expirations that peaked in 2012. When generics go on the market at a lower cost, sales of name brand drugs plummet.


The tally of 39 new drugs and biological products approved by the Food and Drug Administration compares with 30 in 2011 and just 21 in 2010. At least 10 of the drugs had fast track status in 2012, which enabled them to be reviewed more quickly.

The FDA has met and exceeded its drug review goals under the Prescription Drug User Fee Act, in which drug companies help fund the drug approval process in return for an agreement by the Food and Drug Administration to meet regulatory deadlines, FDA spokeswoman Sandy Walsh said in an e-mailed statement.


She said the “pipeline of new drugs under development remains strong and is growing.”


Major U.S. drug companies have lost about $ 21 billion in revenue this year from lucrative medicines coming off patent, while the hit for European businesses is about $ 10 billion, according to ratings agency Standard & Poor’s.


This year’s expirations have included Plavix, a heart drug made by Sanofi and Bristol-Myers Squibb, and Seroquel, an antipsychotic made by AstraZeneca.


Winning approval from regulators, however, is only part of the battle for drugmakers.


Investors will also be watching closely to see how the new drugs perform commercially once they reach the market, since securing payment for innovative medicines is an increasingly tough fight.


“The patent exposure will be less going forward, but where there is still a little bit of uncertainty is how much better the pipelines have become and how strong the recently approved products are,” said Damien Conover, the director of pharmaceutical research at research firm Morningstar Inc.


The 2012 approvals included some medicines that are forecast by analysts to become multibillion-dollar sellers, such as Eliquis for reducing stroke risk in patients with irregular heartbeats from Bristol Myers-Squibb and Pfizer Inc.


But many others are for rare diseases, underscoring the drug industry’s increased focus on specialized, niche products.


They include treatments such as a Kalydeco from Vertex Pharmaceuticals Inc for a rare form of the lung disorder cystic fibrosis and Signifor from Novartis AG for Cushing’s disease, caused by over-production of the hormone cortisol.


The last drug approval of the year on Monday afternoon was for a drug to relieve symptoms of diarrhea in patients with HIV and AIDS made by Salix Pharmaceuticals Ltd.


There are also encouraging signs that the pick-up in new drug approvals could continue in 2013. The European Medicines Agency said on December 18 that it expected 54 new drug applications in 2013, up from 52 in 2012, 48 in 2011 and 34 in 2010.

China’s Futile War on Web Pseudonyms






Chinese Internet cops are at it again. On Dec. 28, the Standing Committee of the National People’s Congress came out with new regulations forbidding Chinese citizens from using pseudonyms when signing up for Internet service.


The official Xinhua news agency quickly tried to reassure everyone not to worry about any chilling effect on Chinese cyberspace. “Instead of depriving netizens’ freedom and entitlement, the rules protect the legal rights of every Internet user,” Xinhua reported in a commentary helpfully titled “Nothing to fear from new Internet ID policy.” The new rules, Xinhua added, “will ultimately help to create a better online environment in China.”






Given China’s record of censoring blogs, banning YouTube (GOOG) and Facebook (FB), and blocking foreign news sites, not everyone is convinced of the government’s good intentions, of course. “Anti-corruption campaigns online have deeply tarnished the party and the government’s image, and social media discussions have increased instability in certain regions,” Zhang Zhi’an, an adjunct professor at Sun Yat-sen University in Guangzhou, told Bloomberg News. “Enforcing real-name registration will make Web users more cautious when posting comments online.”


It’s far from certain, however, that the Chinese government will be able to succeed in this latest attempt at controlling the Net. To understand why, I spoke today to Mark Natkin, the managing director and founder of Marbridge Consulting, a research firm in Beijing. Natkin says this isn’t the first time Chinese authorities have tried to force Internet users to register using their real names. He’s seen at least three of these campaigns. Indeed, the Xinhua commentary points out that the country’s three telecom operators have required real-name registration since September 2010.


Natkin is waiting to hear specifics about the new requirement before assuming the worst. “How do you enforce it? What are the penalties?” he asks. “If there are no answers to that, there is really no change.”


Earlier moves by authorities to document all of China’s Internet users have had limited impact. For instance, anybody who wants to sign up for fixed-line broadband access has to show ID. Likewise, somebody who goes to a China Mobile store for mobile Internet access has to show papers before getting a new SIM card.


There are lots of other ways to get online in China, though. People can buy SIM cards from the supermarket or from the local newsstand, Natkin says. Even before the government came out with the new rules, those vendors were supposed to be carding would-be Internet customers. Few do, says Natkin. And good luck forcing them to do it now, since these small vendors often don’t have the network infrastructure to verify ID cards and ensure that they’re genuine.


Changing that equation won’t be easy, given how thin the vendors’ margins are. “The amount of money a kiosk can make on a new SIM card or a recharge is small enough—are they now going to go to the extra hassle of checking your ID card, writing down your name, and sending it to the authorities?” he says. “Managing that whole process for an ocean of little kiosks and supermarkets is so enormous a task.”


The government could prevent such vendors from selling SIM cards, but that would cut out an important source of revenue for the country’s three cellular operators, China Mobile (CHL), China Unicom (CHU), and China Telecom (CHA)—all of them owned by the state. Ending sales via kiosks and supermarkets would “be potentially huge hit to the operators,” says Natkin.

Pope marks end of difficult year, notes God’s good






VATICAN CITY (AP) — Pope Benedict XVI marked the end of a difficult year Monday by saying that despite all the death and injustice in the world, goodness prevails.


Benedict celebrated New Year’s Eve with a vespers service in St. Peter’s Basilica to give thanks for 2012 and look ahead to 2013. He appeared tired during the service and used a cane afterward — an indication that the busy Christmas season may be taking a toll on the 85-year-old Benedict.






In his homily, Benedict said it’s tough to remember that goodness prevails when bad news — death, violence and injustice — “makes more noise than good.” He said taking time to meditate in prolonged reflection and prayer can help “find healing from the inevitable wounds of daily life.”


This past year was full of highs and lows for the pope, including a successful trip to Mexico and Cuba but also the betrayal of his butler, convicted in October of stealing Benedict’s personal papers and leaking them to a journalist.


After the service, Benedict was brought out in a covered car to pray before the Vatican’s main nativity scene in St. Peter’s Square. Walking with a cane in the chilly piazza, Benedict chatted animatedly with the artist who crafted the scene, which recreated an entire village from the poor, southern Italian region of Basilicata which donated this year’s crèche.


The Vatican gladly accepted Basilicata’s donation after the €550,000 price tag the Vatican paid for the 2009 nativity scene was revealed in the documentation leaked by Benedict’s ex-butler Paolo Gabriele.


Gabriele was convicted of aggravated theft by a Vatican tribunal and sentenced to 18 months in prison. He received a pre-Christmas papal pardon and is expected to soon leave his Vatican City apartment for a new home and job elsewhere.


On Tuesday morning, Benedict celebrates a New Year’s Day Mass, which the Catholic Church celebrates as its world day of peace.

Pediatricians say kids need recess during school






NEW YORK (Reuters Health) – A group of American pediatricians is telling school districts that children need recess and free time during the school day, and it should not even be taken away as punishment.


“We consider it essentially the child’s personal time and don’t feel it should be taken away for academic or punitive reasons,” said Dr. Robert Murray, who co-authored the new policy statement for the American Academy of Pediatrics.






The statement, published Monday in the journal Pediatrics, says recess is a “crucial and necessary component of a child’s development.”


Recess helps students develop communication skills, such as cooperation and sharing, and helps counteract the time they spend sitting in class, according to the statement.


“The cognitive literature indicates that children are exactly as we are as adults. Whenever they’re performing a complicated or complex task, they need time to process the information,” said Murray, a professor at Ohio State University in Columbus.


“Kids have to have that time scheduled. They’re not given the opportunity to just get up and walk around for a few minutes,” he added.


Previous research, according to the statement’s authors, found children pay closer attention and perform better mentally after recess.


Last January, a review of 14 studies found kids who get more exercise from – among other things – recess and playing on sports teams tend to do better in school (see Reuters Health story of January 3, 2012 here:.)


But a 2011 survey of 1,800 elementary schools found about a third were not offering recess to their third grade classes (see Reuters Health story of December 5, 2011 here:.)


Murray told Reuters Health that schools in Japan offer children about 10 minutes of free time after every 50 minutes of class, which he said makes sense.


“I think you can feel it if you go to a lecture that after 40 to 50 minutes of a concentrated activity you need to take a break,” he said.


Currently, the American Heart Association calls for at least 20 minutes of recess every day, but Murray said recess needs depend on the child.


“Most schools – on average – are working on the framework of 15 to 30 minute bursts of recess once or twice a day,” he said.


There is, however, consensus on when in the day children’s recess should take place.


The U.S. Centers for Disease Control and Prevention and the U.S. Department of Agriculture both recommend schools schedule recess before lunch.


Previous studies have found that children waste less food and behave better for the rest of the day when their recess is before their scheduled lunch, the pediatricians‘ statement notes.


The statement also says schools should not substitute physical education classes for recess.


“Those are completely different things and they offer completely different outcomes,” said Murray. “(Physical education teachers are) trying to teach motor skills and the ability of those children to use those skills in a bunch of different scenarios. Recess is a child’s free time.”


The pediatricians also warn against a recess that is too structured, such as having games led by adults.


“I think it becomes structured to the point where you lose some of those developmental and social emotion benefits of free play,” said Murray.


“This is a very important and overlooked time of day for the child and we should not lose sight of the fact that it has very important benefits,” he added.

Behind the Bidding War For a Gene Sequencing Firm






In June, Complete Genomics (GNOM), the struggling maker of the world’s most accurate gene-sequencing machine, put itself up for sale. Nothing happened initially. Analysts predicted the company would soon need to wind down operations.


Cut to December. A pair of genomics superpowers, China’s BGI and San Diego-based Illumina (ILMN), have suddenly made competing bids to buy Complete, and politicians and regulators want to weigh in on its future. The question is whether foreign ownership might create a national security threat to the U.S. “This budding research area has the opportunity to really advance the development of bioweapons,” says Michael Wessel, a member of the U.S.-China Economic and Security Review Commission, which reports to Congress. He’s concerned that Complete will “advance China’s capabilities in that area beyond what they already have.”






Founded in 2005, Complete has offices in a sedate office park across the street from Google (GOOG) in Mountain View, Calif. It makes a machine that can decode strands of DNA, but unlike most of its rivals offers a sequencing service instead of selling the machine to customers. In its most recent quarter, Complete posted revenue of $ 7.3 million and a net loss of $ 18 million.


Complete’s machines stand out for their ability to accurately sequence entire human genomes, instead of just portions of a person’s DNA. That’s much needed in clinical settings where physicians want to know for sure whether a patient has a particular illness. Complete also has been able to amass a large database of precise genomic information. Finding patterns among that data, comprising thousands of DNA sequences, could be useful in developing novel therapies.


The unique properties of Complete’s sequencers, which have been used for studies of cancer, aging, and disease traits, make them a good fit for BGI. Backed by loans from government-run banks, BGI has spent more than a decade creating a huge DNA database. Believed to be the world’s largest purchaser of sequencing machines, it’s been opening offices worldwide to offer services that complement its research. But BGI lacks the know-how to build its own sequencer, an area in which the U.S. remains far ahead of other countries.


In September, BGI offered $ 118 million to acquire Complete, and Complete’s board approved. Together the companies would have a database of 30,000 whole human genomes—about 10 times larger than that of their nearest competitor, says George Church, a professor of genetics at Harvard Medical School. With such a vast trove of data, BGI could gain a leg up in the race to create therapies and diagnostic tools using sequencing information. “I think this is a very big deal,” says Church, who advises dozens of companies in the industry including BGI, Illumina, and Complete.


The possibility of BGI and Complete uniting has not been lost on Illumina, the world’s biggest seller of sequencing machines, which counts BGI as a top customer. In November, Illumina offered a $ 123.5 million counterbid for Complete, which the company’s board rejected, saying regulators would not approve the deal because of Illumina’s market dominance. (Illumina claims its machines produce 90 percent of the world’s sequencing data.)


This in turn prompted Illumina Chief Executive Officer Jay Flatley to raise national security and privacy concerns about BGI’s bid in a letter to Complete’s board that the board later made public. An Illumina spokesperson declined to comment. In a statement, Complete CEO Cliff Reid said, “There’s no risk to U.S. national security raised by Complete Genomics merging with BGI.” Church and others have speculated that the real reason Illumina wants to keep BGI from acquiring sequencing machine technology is that it wants to avoid losing the company as a customer.


Both the Federal Trade Commission and the Committee on Foreign Investment in the U.S. (CFIUS), which weighs national security issues, are reviewing BGI’s bid and will make a recommendation that will likely determine if the deal goes through. Last year, Huawei Technologies, a Chinese maker of telecommunications equipment, abandoned its acquisition of hardware startup 3Leaf Systems, when CFIUS recommended rejecting the deal before it was reviewed by President Obama.


It’s hard to find a genomics expert who sees real national security concerns in a BGI-Complete deal. DNA sequencing machines are readily available, and Complete’s technology isn’t considered uniquely capable of some uniquely nefarious use. Several startups around the world are developing a new generation of sequencing machines that could soon make today’s obsolete. Church, though, says the Complete kerfuffle has provided U.S. regulators with “a good wake-up call” about the potential for this technology and the need for the U.S. to keep investing in its DNA sequencing lead. “Our politicians don’t follow technology as well as they should,” he says.


The bottom line: A BGI-Complete deal could lead to one entity owning 30,000 human genomes, 10 times more than its nearest competitor.

Pakistan militants kill 41 in mass execution, attack on Shi’ites






PESHWAR, Pakistan (Reuters) – Pakistani militants, who have escalated attacks in recent weeks, killed at least 41 people in two separate incidents, officials said on Sunday, challenging assertions that military offensives have broken the back of hardline Islamist groups.


The United States has long pressured nuclear-armed ally Pakistan to crack down harder on both homegrown militants groups such as the Taliban and others which are based on its soil and attack Western forces in Afghanistan.






In the north, 21 men working for a government-backed paramilitary force were executed overnight after they were kidnapped last week, a provincial official said.


Twenty Shi’ite pilgrims died and 24 were wounded, meanwhile, when a car bomb targeted their bus convoy as it headed toward the Iranian border in the southwest, a doctor said.


New York-based Human Rights Watch has noted more than 320 Shias killed this year in Pakistan and said attacks were on the rise. It said the government’s failure to catch or prosecute attackers suggested it was “indifferent” to the killings.


Pakistan, seen as critical to U.S. efforts to stabilize the region before NATO forces withdraw from Afghanistan by the end of 2014, denies allegations that it supports militant groups like the Afghan Taliban and Haqqani network.


Afghan officials say Pakistan seems more genuine than ever about promoting peace in Afghanistan.


At home, it faces a variety of highly lethal militant groups that carry out suicide bombings, attack police and military facilities and launch sectarian attacks like the one on the bus in the southwest.


Witnesses said a blast targeted their three buses as they were overtaking a car about 60 km (35 miles) west of Quetta, capital of sparsely populated Baluchistan province.


“The bus next to us caught on fire immediately,” said pilgrim Hussein Ali, 60. “We tried to save our companions, but were driven back by the intensity of the heat.”


Twenty people had been killed and 24 wounded, said an official at Mastung district hospital.


CONCERN OVER EXTREMIST SUNNI GROUPS


International attention has focused on al Qaeda and the Pakistani Taliban.


But Pakistani intelligence officials say extremist Sunni groups, lead by Lashkar-e-Jhangvi (LeJ) are emerging as a major destabilizing force in a campaign designed to topple the government.


Their strategy now, the officials say, is to carry out attacks on Shi’ites to create the kind of sectarian tensions that pushed countries like Iraq to the brink of civil war.


As elections scheduled for next year approach, Pakistanis will be asking what sort of progress their leaders have made in the fight against militancy and a host of other issues, such as poverty, official corruption and chronic power cuts.


Pakistan’s Taliban have carried out a series of recent bold attacks, as military officials point to what they say is a power struggle in the group’s leadership revolving around whether it should ease attacks on the Pakistani state and join groups fighting U.S.-led forces in Afghanistan.


The Taliban denies a rift exists among its leaders.


In the attack in the northwest, officials said they had found the bodies of 21 men kidnapped from their checkpoints outside the provincial capital of Peshawar on Thursday. The men were executed one by one.


“They were tied up and blindfolded,” Naveed Anwar, a senior administration official, said by telephone.


“They were lined up and shot in the head,” said Habibullah Arif, another local official, also by telephone.


One man was shot and seriously wounded but survived, the officials said. He was in critical condition and being treated at a local hospital. Another had escaped before the shootings.


Taliban spokesman Ihsanullah Ihsan claimed responsibility for the attacks.


“We killed all the kidnapped men after a council of senior clerics gave a verdict for their execution. We didn’t make any demand for their release because we don’t spare any prisoners who are caught during fighting,” he said.


The powerful military has clawed back territory from the Taliban, but the kidnap and executions underline the insurgents’ ability to mount high-profile, deadly attacks in major cities.


This month, suicide bombers attacked Peshawar’s airport on December 15 and a bomb killed a senior Pashtun nationalist politician and eight other people at a rally on December 22.

The people over at Bloomberg Businessweek looked at the hard numbers and concluded (with charts!) that SnapChat saw a huge uptick in attention after Facebook created Poke. What we initially thought was a clone war was not meant to be. Facebook helped SnapChat rocket to the top of the app charts. SnapChat, to its credit, was ready for the challenge as soon as the gauntlet was laid down by Facebook. SnapChat’s CEO had an Apple-IBM inspired response to Poke’s existence: he told The Verge, “Welcome, Facebook. Seriously.”

It was clear from the start that the big boys in blue were big fans of the independent creation: Mark Zuckerberg himself helped code the copycat. But just because the app was touched by the hand of Zuck doesn’t necessarily mean success is guaranteed. Poke’s greatest success so far is helping royally piss off Zuckerberg’s sister. Whether or not Poke, or SnapChat for that matter, is a long-term success remains to be seen. We need to watch the success theater play out before our eyes.

Praying Hitler in ex-Warsaw ghetto sparks emotion






WARSAW, Poland (AP) — A statue of Adolf Hitler praying on his knees is on display in the former Warsaw Ghetto, the place where so many Jews were killed or sent to their deaths by Hitler’s regime, and it is provoking mixed reactions.


The work, “HIM” by Italian artist Maurizio Cattelan, has drawn many visitors since it was installed last month. It is visible only from a distance, and the artist doesn’t make explicit what Hitler is praying for, but the broader point, organizers say, is to make people reflect on the nature of evil.






In any case, some are angered by the statue’s presence in such a sensitive site.


One Jewish advocacy group, the Simon Wiesenthal Center, this week called the statue’s placement “a senseless provocation which insults the memory of the Nazis’ Jewish victims.”


“As far as the Jews were concerned, Hitler’s only ‘prayer’ was that they be wiped off the face of the earth,” the group’s Israel director, Efraim Zuroff, said in a statement.


However, many others are praising the artwork, saying it has a strong emotional impact. And organizers defend putting it on display in the former ghetto.


Fabio Cavallucci, director of the Center for Contemporary Art, which oversaw the installation, said, “There is no intention from the side of the artist or the center to insult Jewish memory.”


“It’s an artwork that tries to speak about the situation of hidden evil everywhere,” he said.


The Warsaw ghetto was an area of the city which the Nazis sealed off after they invaded Poland. They forced Jews to live in cramped, inhuman conditions there as they awaited deportation to death camps. Many died from hunger or disease or were shot by the Germans before they could be transported to the camps.


The Hitler installation is just one object in a retrospective of Cattelan’s work titled “Amen,” a show that explores life, death, good and evil. The other works are on display at the center itself, which is housed in the Ujazdowski Castle.


The Hitler representation is visible from a hole in a wooden gate across town on Prozna Street. Viewers only see the back of the small figure praying in a courtyard. Because of its small size, it appears to be a harmless schoolboy.


“Every criminal was once a tender, innocent and defenseless child,” the center said in a commentary on the work.


Poland’s chief rabbi, Michael Schudrich, said he was consulted on the installation’s placement ahead of time and did not oppose it because he saw value in the artist’s attempt to try to raise moral questions by provoking viewers.


He said he was reassured by curators who told him there was no intention of rehabilitating Hitler but rather of showing that evil can present itself in the guise of a “sweet praying child.”


“I felt there could be educational value to it,” said Schudrich, who also wrote an introduction to the exhibition’s catalogue in which he says art can “force us to face the evil of the world.”


On Friday, a stream of people walked by to view the work, and many praised it.


“It had a big emotional impact on me. It’s provocative, but it’s not offensive,” said Zofia Jablonska, a 30-year-old lawyer. “Having him pray in the place where he would kill people — this was the best place to put it.”


Cattelan caused controversy in Warsaw in 2000 when another gallery showed his work “La Nona Ora” — or “The Ninth Hour” — which depicts the late Pope John Paul II being crushed by a meteorite. That offended many in Poland, which is both deeply Catholic and was John Paul’s homeland.

Body of India rape victim arrives home in New Delhi






NEW DELHI (Reuters) – The body of a woman whose gang rape provoked protests and rare national debate about violence against women in India arrived back in New Delhi early on Sunday.


The unidentified 23-year-old medical student died from her injuries on Saturday, prompting promises of action from a government that has struggled to respond to public outrage.






She had suffered brain injuries and massive internal damage in the attack on December 16, and died in hospital in Singapore where she had been taken for treatment.


She and a male friend had been returning home from the cinema, media reports say, when six men on a bus beat them with metal rods and repeatedly raped the woman. The friend survived.


Six suspects were charged with murder after her death.


A Reuters correspondent saw family members who had been with her in Singapore take her body back to their Delhi home in an ambulance with a police escort.


Ruling party leader Sonia Gandhi was seen arriving at the airport when the plane landed and Prime Minister Mannmohan Singh‘s convoy was also there, the witness said.


The body was later taken to a crematorium and cremated, news channels reported. Media were kept away but a Reuters witness saw the woman’s family, New Delhi’s chief minister, Sheila Dikshit, and the junior home minister, R P N Singh, coming out of the crematorium.


The outcry over the attack caught the government off-guard. It took a week for Singh to make a statement, infuriating many protesters.


PROTESTS


Issues such as rape, dowry-related deaths and female infanticide rarely enter mainstream political discourse in India.


Analysts say the death of the woman dubbed “Amanat”, an Urdu word meaning “treasure”, by some Indian media could change that, although it is too early to say whether the protesters calling for government action to better safeguard women can sustain their momentum through to national elections due in 2014.


Protesters have staged peaceful demonstrations in the capital New Delhi and in cities across India in the last few days to keep the pressure on Singh’s government to get tougher on crime against women. Last weekend, protesters fought pitched battles with police.


Authorities, worried about the reaction to the news of her death on Saturday, deployed thousands of policemen, closed 10 metro stations and banned vehicles from some main roads in central New Delhi.


Most sex crimes in India go unreported, many offenders go unpunished, and the wheels of justice turn slowly, according to social activists, who say that successive governments have done little to ensure the safety of women.


Commentators and sociologists say the rape has tapped into a deep well of frustration many Indians feel over what they see as weak governance and poor leadership on social issues.


New Delhi has the highest number of sex crimes among India’s major cities, with a rape reported on average every 18 hours, according to police figures. Government data show the number of reported rape cases in India rose by nearly 17 percent between 2007 and 2011.

Starbucks expands cup campaign aimed at U.S. fiscal deal






(Reuters) – Starbucks Corp is expanding its campaign of using messages written on coffee cups to inspire U.S. lawmakers to reach a deal and avoid going over the “fiscal cliff” of automatic tax hikes and government spending cuts.


As President Barack Obama and congressional leaders were in a final effort to reach a budget agreement before year’s end, Starbucks this week began urging workers in its roughly 120 Washington, D.C.-area shops to write the words “come together” on customers’ cups.






A spokesman for the world’s largest coffee chain said the company would expand the effort to all U.S. stores, continuing through next week.


“Stores from across the country have been asking if they could join in and we have been saying absolutely yes,” Starbucks spokesman Jim Olson said in an email late Friday.


“Based on this unprecedented response, we are inviting all of our partners at U.S. stores to start signing their customers’ cups with Come Together through next Friday,” Olson said.


Starbucks’ cup campaign aims to send a message to sharply divided politicians and serve as a rallying cry for the public in the days leading up to the January 1 deadline to avert harsh across-the-board government spending reductions and tax increases that could send the U.S. economy back into recession.


“We believe the (Washington) DC effort caught on so swiftly because they Come Together message is such a simple and respectful gesture that expresses the optimism that is core to our country’s heritage and to Starbucks mission,” Olson said.


“This is an important moment for Starbucks to use its scale for good and give Come Together an even louder voice – as we move from signing tens of thousands of cups in DC to tens of millions of cups across the U.S. over the course of next week.”

Arab League chief says Palestinians to petition UN






RAMALLAH, West Bank (AP) — Arab League chief Nabil Elaraby says two decades of talks with Israel have been “a waste of time” and that Palestinians will soon take a new statehood bid to the U.N.


“We will return to the U.N. Security Council,” he said in Ramallah Saturday after meeting Palestinian officials. “Palestine will be cooperating with Arab and EU countries to change the equation (in the peace process) that prevailed over the past 20 years, which was a waste of time.”






The U.N. last month endorsed a de facto Palestinian state in the West Bank, east Jerusalem and Gaza, areas Israel won in a 1967 war.


Talks collapsed in 2008 after Palestinians demanded Israel stop building in areas they want for a future state. Israel insists settlements and other issues should be negotiated.

It’s Easy to Save Videos From Facebook Poke Permanently






Apps like Snapchat and Facebook Poke let users send short messages, photos or videos that automatically self-destruct after a few seconds. However, it’s actually very easy for a recipient to save some of those messages permanently — and without the sender knowing.


Both apps will alert the sender if the recipient takes a screengrab of whatever was sent, of course, but by connecting your phone to a PC or Mac, the messages can be secretly offloaded without the sender knowing — a possibility first reported by BuzzFeed. For an iPhone, all you’ll need is a third-party file manager like iExplorer.

For Poke, only videos can be permanently stored in this manner, and only videos that you haven’t already viewed. But it’s very easy. Once you’ve installed your file manager, connect your iPhone and you should see a list of your apps. Select the Poke folder, then navigate to Library>Caches>FBStore>315_14_>MediaCache. There you should see every Poke video that you haven’t yet watched. (See screencap below.)

From there, all you need to do is drag and drop the files to any other folder on your computer to copy and store them. After that, you can open the file in Poke, let it self-destruct, and the sender will be none the wiser.


Although permanent storage only works for videos in Poke, performing similar steps for Snapchat will let you save both videos and photos.


While it’s a bit surprising that it’s so easy to save messages that are ostensibly deleted permanently, it may be a stretch to characterize this file caching as a “vulnerability” of the apps, which are generally intended for casual use. Facebook‘s official statement on the matter appears to take this stance:



“Poke is a fun and easy way to communicate with your friends and is not designed to be a secure messaging system. While Pokes disappear after they are read, there are still ways that people can potentially save them. For example, you could take a screenshot of a photo, in which case the sender is notified. People could also take a photo of a photo you sent them, or a video of a video, with another camera. Because of this, people should think about what they are sending and share responsibly.”

NEW YORK (AP) — All the single ladies — and fellas — will have a chance to join Beyonce onstage at the upcoming Super Bowl.


Pepsi announced Friday that 100 fans will hit the stage when the Grammy-winning diva performs on Feb. 3 at the Mercedes-Benz Superdome in New Orleans. A contest that kicks off Saturday will allow fans to submit photos of themselves in various poses, including head bopping, feet tapping and hip shaking. Those pictures will be used in a TV ad introducing Beyonce’s halftime performance, and 50 people — along with a friend — will be selected to join the singer onstage.






The photo contest — at www.pepsi.com/halftime — ends Jan. 19, but Jan. 11 is the cut-off date for those interested in appearing onstage with Beyonce.

India gang rape victim dies in Singapore hospital






SINGAPORE/NEW DELHI (Reuters) – An Indian woman whose gang rape in New Delhi triggered violent protests died of her injuries on Saturday in a Singapore hospital, bringing a security lockdown in Delhi and recognition from India‘s prime minister that social change is needed.


The Indian capital braced for a new wave of protests, closing metro stations and banning vehicles from the city centre district where young activists had converged to demand improved women’s rights. The news came in the early hours of the morning in India and there were no signs of protests as morning broke.






The 23-year-old medical student, severely beaten, raped and thrown out of a moving bus in New Delhi two weeks ago, had been flown to Singapore in a critical condition by the Indian government on Thursday for specialist treatment.


“We are very sad to report that the patient passed away peacefully at 4:45 a.m. on Dec 29, 2012 (2045 GMT Friday). Her family and officials from the High Commission (embassy) of India were by her side,” Mount Elizabeth Hospital Chief Executive Officer Kelvin Loh said in a statement.


Indian Prime Minister Manmohan Singh said in a statement he was deeply saddened by the death and described the emotions associated with her case as “perfectly understandable reactions from a young India and an India that genuinely desires change.


“It would be a true homage to her memory if we are able to channelize these emotions and energies into a constructive course of action.”


Delhi‘s Chief Minister, Sheila Dikshit, expressed revulsion.


“It is a shameful moment for me not just as a chief minister but also as a citizen of this country,” she said.


The woman, who has not been identified, and a male friend were returning home from the cinema by bus on the evening of December 16 when, media reports say, six men on the bus beat them with metal rods and repeatedly raped the woman. The reports say a rod was used in the rape, causing internal injuries. Both were thrown from the bus. The male friend survived the attack.


Singh’s government has been battling criticism that it was tone-deaf to the outcry that followed the attack and was heavy handed in its response to the protests in the Indian capital.


Most rapes and other sex crimes in India go unreported and offenders are rarely punished, women’s rights activists say. But the brutality of the December 16 assault sparked public outrage and calls for better policing and harsher punishment for rapists.


VEHICLES BARRED FROM DELHI CITY CENTRE


T.C.A. Raghavan, the Indian High Commissioner to Singapore, told reporters hours after the woman’s death that a chartered aircraft would fly her body back to India on Saturday, along with members of her family. The woman’s body had earlier been loaded into a van at the hospital and driven away.


In New Delhi, the Joint Commissioner of Traffic Police, Satyendra Garg, told NDTV news channel that residents and commuters were advised to avoid the city centre.


The case has received blanket coverage on cable television news channels. Some Indian media have called the woman “Amanat”, an Urdu word meaning “treasure”.


Talking to reporters earlier on Saturday, Raghavan declined to comment on Indian media reports accusing the government of sending her to Singapore to minimize the possible backlash in the event of her death.


Some Indian medical experts had questioned the decision to airlift the woman to Singapore, calling it a risky maneuver given the seriousness of her injuries. They had said she was already receiving the best possible care in India.


But Dr B.D. Athani, medical superintendent of the New Delhi hospital where she had initially been treated, told Indian television the intention was to give the victim the best chance of surviving in what he described as “an extreme case”.


“Her condition was very critical from day one. We had managed what best we could do at our end … she had to be shifted to a centre with much better facilities.”


On Friday, the Singapore hospital had said the woman’s condition had taken a turn for the worse. It said she had suffered “significant brain injury”. She had already undergone three abdominal operations before arriving in Singapore.


The suspects in the rape – five men aged between 20 and 40, and a juvenile – were arrested within hours of the attack and are in custody. Media reports say they are likely to be formally charged with murder next week.


Commentators and sociologists say the rape tapped into a deep well of frustration many Indians feel over what they see as weak governance and poor leadership on social and economic issues.


Many protesters have complained that Singh’s government has done little to curb the abuse of women in the country of 1.2 billion. A global poll by the Thomson Reuters Foundation in June found that India was the worst place to be a woman because of high rates of infanticide, child marriage and slavery.

Wall Street ends sour week with fifth straight decline






NEW YORK (Reuters) – Stocks fell for a fifth straight day on Friday, dropping 1 percent and marking the S&P 500‘s longest losing streak in three months as the federal government edged closer to the “fiscal cliff” with no solution in sight.


President Barack Obama and top congressional leaders met at the White House to work on a solution for the draconian debt-reduction measures set to take effect beginning next week. Stocks, which have been influenced by little else than the flood of fiscal cliff headlines from Washington in recent days, extended losses going into the close with the Dow Jones industrial average and the S&P 500 each losing 1 percent, after reports that Obama would not offer a new plan to Republicans. The Dow closed below 13,000 for the first time since December 4.






“I was stunned Obama didn’t have another plan, and that’s absolutely why we sold off,” said Mike Shea, managing partner at Direct Access Partners LLC in New York. “He’s going to force the House to come to him with something different. I think that’s a surprise. The entire market is disappointed in a lack of leadership in Washington.”


In a sign of investor anxiety, the CBOE Volatility Index <.vix>, known as the VIX, jumped 16.69 percent to 22.72, closing at its highest level since June. Wall Street‘s favorite fear barometer has risen for five straight weeks, surging more than 40 percent over that time.</.vix>


The Dow Jones industrial average <.dji> dropped 158.20 points, or 1.21 percent, to 12,938.11 at the close. The Standard & Poor’s 500 Index <.spx> lost 15.67 points, or 1.11 percent, to 1,402.43. The Nasdaq Composite Index <.ixic> fell 25.59 points, or 0.86 percent, to end at 2,960.31.</.ixic></.spx></.dji>


For the week, the Dow fell 1.9 percent. The S&P 500 also lost 1.9 percent for the week, marking its worst weekly performance since mid-November. The Nasdaq finished the week down 2 percent. In contrast, the VIX jumped 22 percent for the week.


Pessimism continued after the market closed, with stock futures indicating even steeper losses. S&P 500 futures dropped 26.7 points, or 1.9 percent, eclipsing the decline seen in the regular session.


All 10 S&P 500 sectors fell during Friday’s regular trading, with most posting declines of 1 percent, but energy and material shares were among the weakest of the day, with both groups closely tied to the pace of growth.


An S&P energy sector index <.gspe> slid 1.8 percent, with Exxon Mobil down 2 percent at $ 85.10, and Chevron Corp off 1.9 percent at $ 106.45. The S&P material sector index <.gspm> fell 1.3 percent, with U.S. Steel Corp down 2.6 percent at $ 23.03.</.gspm></.gspe>


Decliners outnumbered advancers by a ratio of slightly more than 2 to 1 on the New York Stock Exchange, while on the Nasdaq, two stocks fell for every one that rose.


“We’ve been whipsawing around on low volume and rumors that come out on the cliff,” said Eric Green, senior portfolio manager at Penn Capital Management in Philadelphia, who helps oversee $ 7 billion in assets.


With time running short, lawmakers may opt to allow the higher taxes and across-the-board federal spending cuts to go into effect and attempt to pass a retroactive fix soon after the new year. Standard & Poor’s said an impasse on the cliff wouldn’t affect the sovereign credit rating of the United States.


“We’re not as concerned with January 1 as the market seems to be,” said Richard Weiss, senior money manager at American Century Investments, in Mountain View, California. “Things will be resolved, just maybe not on a good timetable, and any deal can easily be retroactive.”


Trading volume was light throughout the holiday-shortened week, with just 4.46 billion shares changing hands on the New York Stock Exchange, the Nasdaq and NYSE MKT on Friday, below the daily average so far this year of about 6.48 billion shares. On Monday, the U.S. stock market closed early for Christmas Eve, and the market was shut on Tuesday for Christmas. Many senior traders were absent this week for the holidays.


Highlighting Wall Street’s sensitivity to developments in Washington, stocks tumbled more than 1 percent on Thursday after Senate Majority Leader Harry Reid warned that a deal was unlikely before the deadline. But late in the day, stocks nearly bounced back when the House said it would hold an unusual Sunday session to work on a fiscal solution.


Positive economic data failed to alter the market’s mood.


The National Association of Realtors said contracts to buy previously owned U.S. homes rose in November to their highest level in 2-1/2 years, while a report from the Institute for Supply Management-Chicago showed business activity in the U.S. Midwest expanded in December.


“Economic reports have been very favorable, and once Congress comes to a resolution, the market should resume an upward trend, based on the data,” said Weiss, who helps oversee about $ 125 billion in assets. “All else being equal, we see any further decline as a buying opportunity.”


Barnes & Noble Inc rose 4.3 percent to $ 14.97 after the top U.S. bookstore chain said British publisher Pearson Plc had agreed to make a strategic investment in its Nook Media subsidiary. But Barnes & Noble also said its Nook business will not meet its previous projection for fiscal year 2013.


Shares of magicJack VocalTec Ltd jumped 10.3 percent to $ 17.95 after the company gave a strong fourth-quarter outlook and named Gerald Vento president and chief executive, effective January 1.


The U.S.-listed shares of Canadian drugmaker Aeterna Zentaris Inc surged 13.8 percent to $ 2.47 after the company said it had reached an agreement with the U.S. Food and Drug Administration on a special protocol assessment by the FDA for a Phase 3 registration trial in endometrial cancer with AEZS-108 treatment.

2 arrested after Guinea treasury chief killed






CONAKRY, Guinea (AP) — Officials in the West African nation of Guinea say they’ve arrested two suspects in the case of the killing of the country’s treasury chief, who was shot to death nearly two months ago.


Authorities paraded the pair in front of journalists Friday. Aissatou Boiro was killed as she was driving home. She had launched an investigation into the loss of 13 million francs ($ 1.8 million) which went missing from the state coffers.






The government says the suspects were found with Boiro‘s computer memory stick and mobile telephone.


The men denied any involvement in her slaying and said a friend had given them the items.


Boiro’s colleagues say she had zero tolerance for corruption and was intent on putting an end to the mismanagement of state funds.

Former President George H.W. Bush remains in intensive care






AUSTIN, Texas (Reuters) – Former President George H.W. Bush remained in the intensive care unit of a Houston hospital on Thursday, but his longtime chief of staff issued a reassuring message, urging the media and the public to “put the harps back in the closet.”


Bush, 88, a Republican who during his one term in office led a coalition of nations that ejected Iraqi forces from Kuwait in 1991, was admitted to Methodist Hospital November 23 for bronchitis.






He was transferred to intensive care on Sunday after setbacks including a persistent fever, family spokesman Jim McGrath has said.


“I don’t have any guidance so far today except to say no news is good news,” McGrath said on Thursday. Hospital spokesman George Kovacik added that the former president remained in intensive care on Thursday.


But in a statement addressed to the “national media” on Bush’s condition on Thursday, chief of staff Jean Becker sought to strike an upbeat tone.


“Yes, President Bush is in ICU where he is getting the best medical care in the world,” she wrote. “Is he sick? Yes. Does he plan on going anywhere soon? No. He has every intention of staying put.


“He would ask me to tell you to please ‘put the harps back in the closet,’” she said.


On a more serious note, Becker said her boss was expected to remain in the hospital for “a while,” adding, “He is 88 years old, he had a terrible case of bronchitis which then triggered a series of complications.” She did not elaborate.


McGrath on Wednesday described Bush as alert and talking to medical staff.


On Thursday evening, McGrath released a statement from Bush mourning the death of retired Army General Norman Schwarzkopf, commander of the U.S. and allied forces that routed Iraqi ruler Saddam Hussein’s military from Kuwait during a six-week war in 1991.


He said the four-star general, who died at age 78, “epitomized the ‘duty, service, country’ creed that has defended our freedom and seen this great nation through our most trying international crises.”


Bush has lower-body parkinsonism, which causes a loss of balance, and has used wheelchairs for more than a year.


The 41st U.S. president and father of former President George W. Bush, he served as a congressman, ambassador to the United Nations, envoy to China, CIA director and vice president for two terms under Ronald Reagan during a political career spanning four decades.

Toyota poised to put legal troubles in rear view mirror






DETROIT/NEW YORK (Reuters) – Toyota Motor Corp eliminated a huge obstacle with a U.S. settlement over unintended acceleration in its cars and trucks, leaving it to fight smaller cases that will be harder for plaintiffs to prove and less likely to damage the company’s growing sales.


While the Japanese automaker still faces possibly hundreds of personal injury lawsuits related to claims that its vehicles accelerated unintentionally, Wednesday’s $ 1.1 billion settlement announcement will remove the last big roadblock to putting the issue behind it.






Sean Kane, president of Safety Research & Strategies and an outspoken critic of Toyota who has assisted plaintiffs’ attorneys against the automaker, said the settlement covered the biggest financial hit for Toyota.


“Those are not billion-dollar cases,” he said of the pending personal-injury lawsuits. “Those are at best million-dollar cases or multimillion-dollar cases. With a company like Toyota, that’s not even something that’s a blip on their radar.”


At the time, the recall around the unintended acceleration issue and resulting lawsuits were a surprise for a company long associated with quality and reliability, and the resulting fallout led President Akio Toyoda to apologize publicly.


Lee Kaplan, a product liability lawyer in Houston, said plaintiffs in the injury and death cases also will have an uphill battle in court because they will need to prove deficiencies in Toyota’s equipment.


“I have never seen anyone identify the single cause of the problem,” he said. “Without identifying a true scientific or technical basis, pinning a verdict on Toyota will be hard.”


Toyota said it agreed to spend $ 1.1 billion to settle sweeping U.S. class-action litigation over claims millions of its vehicles accelerated unintentionally. The recall fallout related to the issue was a $ 2 billion hit to earnings in the company’s 2010 fiscal year.


Judge James Selna is expected to review the settlement on Friday in U.S. District Court in Santa Ana, California. However, final approval and disbursement of the money may not occur for several months.


The proposed settlement will compensate customers for economic losses related to possible safety defects in Toyota vehicles, covering most of the litigation involving unintended acceleration.


WRONGFUL DEATH


About 16 million Toyota, Lexus and Scion vehicles sold in the United States spanning the model years 1998 to 2010 are covered by the settlement. Company officials have maintained the electronic throttle control system was not at fault, blaming ill-fitting floor mats and sticky gas pedals. A study by federal safety officials at the National Highway Traffic Safety Administration and NASA found no link between reports of unintended acceleration and Toyota’s electronic throttle control system.


Toyota, the No. 3 automaker in the U.S. market, admitted no fault in proposing the settlement, one of the largest U.S. mass class-action litigations in the automotive sector. One plaintiff’s law firm called it the largest settlement in U.S. history involving auto defects.


However, the deal does not cover wrongful death or injury lawsuits, which according to a June Toyota filing totaled more than 300.


Those cases will be handled by Toyota one by one, with the first slated to go to trial in February 2013 in Judge Selna’s California court, involving a Utah crash that killed two people. However, one wrongful death case in Houston was dropped last year due to lack of evidence and the largest such lawsuit, over the death of the family of off-duty California Highway Patrol officer Mark Saylor, was settled out of court for $ 10 million in late 2010.


SALES REBOUND


Toyota’s recall of its vehicles between 2009 and 2011 relating to the unintended acceleration issue hurt its reputation for reliability and safety.


But the automaker’s sales were up almost 29 percent in 2012 through November, compared with a 14-percent increase in the industry, and Toyota’s share of the U.S. market has risen to 14.4 percent from 12.7 percent in 2011. Last year’s Toyota sales were depressed by the March earthquake and tsunami in Japan.


The full effect of the acceleration issue on Toyota’s U.S. sales may not be known for years, until the current owners affected by it need to buy another vehicle.


Yet with its U.S. sales rising at double the industry’s rate and the company expected to reclaim the global sales crown this year, analysts said Toyota has seemingly shaken off any lingering damage to its reputation.


“Toyota is the Teflon company,” Edmunds.com analyst Michelle Krebs said. “They always bounce back.


“The consumer doesn’t seem to care,” she added. “The consumer keeps on buying Toyotas.”

China tightening controls on Internet






BEIJING (AP) — China‘s new communist leaders are increasing already tight controls on Internet use and electronic publishing following a spate of embarrassing online reports about official abuses.


The measures suggest China’s new leader, Xi Jinping, and others who took power in November share their predecessors’ anxiety about the Internet’s potential to spread opposition to one-party rule and their insistence on controlling information despite promises of more economic reforms.






“They are still very paranoid about the potentially destabilizing effect of the Internet,” said Willy Lam, a politics specialist at the Chinese University of Hong Kong. “They are on the point of losing a monopoly on information, but they still are very eager to control the dissemination of views.”


This week, China’s legislature took up a measure to require Internet users to register their real names, a move that would curtail the Web’s status as a freewheeling forum to complain, often anonymously, about corruption and official abuses. The legislature scheduled a news conference Friday to discuss the measure, suggesting it was expected to be approved.


That comes amid reports Beijing might be disrupting use of software that allows Web surfers to see sites abroad that are blocked by its extensive Internet filters. At the same time, regulators have proposed rules that would bar foreign companies from distributing books, news, music and other material online in China.


Beijing promotes Internet use for business and education but bans material deemed subversive or obscene and blocks access to foreign websites run by human rights and Tibet activists and some news outlets. Controls were tightened after social media played a role in protests that brought down governments in Egypt and Tunisia.


In a reminder of the Web’s role as a political forum, a group of 70 prominent Chinese scholars and lawyers circulated an online petition this week appealing for free speech, independent courts and for the ruling party to encourage private enterprise.


Xi and others on the party’s ruling seven-member Standing Committee have tried to promote an image of themselves as men of the people who care about China’s poor majority. They have promised to press ahead with market-oriented reforms and to support entrepreneurs but have given no sign of support for political reform.


Communist leaders who see the Internet as a source of economic growth and better-paid jobs were slow to enforce the same level of control they impose on movies, books and other media, apparently for fear of hurting fledgling entertainment, shopping and other online businesses.


Until recently, Web surfers could post comments online or on microblog services without leaving their names.


That gave ordinary Chinese a unique opportunity to express themselves to a public audience in a society where newspapers, television and other media are state-controlled. The most popular microblog services say they have more than 300 million users and some users have millions of followers reading their comments.


The Internet also has given the public an unusual opportunity to publicize accusations of official misconduct.


A local party official in China’s southwest was fired in November after scenes from a videotape of him having sex with a young woman spread quickly on the Internet. Screenshots were uploaded by a former journalist in Beijing, Zhu Ruifeng, to his Hong Kong website, an online clearing house for corruption allegations.


Some industry analysts suggest allowing Web surfers in a controlled setting to vent helps communist leaders stay abreast of public sentiment in their fast-changing society. Still, microblog services and online bulletin boards are required to employ censors to enforce content restrictions. Researchers say they delete millions of postings a day.


The government says the latest Internet regulation before the National People’s Congress is aimed at protecting Web surfers’ personal information and cracking down on abuses such as junk e-mail. It would require users to report their real names to Internet service and telecom providers.


The main ruling party newspaper, People’s Daily, has called in recent weeks for tighter Internet controls, saying rumors spread online have harmed the public. In one case, it said stories about a chemical plant explosion resulted in the deaths of four people in a car accident as they fled the area.


Proposed rules released this month by the General Administration of Press and Publications would bar Chinese-foreign joint ventures from publishing books, music, movies and other material online in China. Publishers would be required to locate their servers in China and have a Chinese citizen as their local legal representative.


That is in line with rules that already bar most foreign access to China’s media market, but the decision to group the restrictions together and publicize them might indicate official attitudes are hardening.


That comes after the party was rattled by foreign news reports about official wealth and misconduct.


In June, Bloomberg News reported that Xi’s extended family has amassed assets totaling $ 376 million, though it said none was traced to Xi. The government has blocked access to Bloomberg’s website since then.


In October, The New York Times reported that Premier Wen Jiabao’s relatives had amassed $ 2.7 billion since he rose to national office in 2002. Access to the Times’ Chinese-language site has been blocked since then.


Previous efforts to tighten controls have struggled with technical challenges in a country with more than 500 million Internet users.


Microblog operators such as Sina Corp. and Tencent Ltd. were ordered in late 2011 to confirm users’ names but have yet to finish the daunting task.


Web surfers can circumvent government filters by using virtual private networks — software that encrypts Web traffic and is used by companies to transfer financial data and other sensitive information. But VPN users say disruptions that began in 2011 are increasing, suggesting Chinese regulators are trying to block encrypted traffic.


Curbs on access to foreign sites have prompted complaints by companies and Chinese scientists and other researchers.


In July, the American Chamber of Commerce in China said 74 percent of companies that responded to a survey said unstable Internet access “impedes their ability to do business.”


Chinese leaders “realize there are detrimental impacts on business, especially foreign business, but they have counted the cost and think it is still worthwhile,” said Lam. “There is no compromise about the political imperative of controlling the Internet.”
